Background Information - Job-specific

In response to the request of the Government of Ukraine, UNOPS opened an office in Ukraine in 2017, which provides a broad spectrum of services to the Government and the people of Ukraine. Currently, the office is classified as an Operations Centre (UAOC), with a portfolio of projects exceeding USD 100 million, in the areas of rule of law, environment, energy efficiency, crisis recovery, good governance, human resources management, procurement, and logistics.

The Support for Rule of Law Reforms in Ukraine (PRAVO Law Enforcement) project

The Support for Rule of Law Reforms in Ukraine – PRAVO Police is a project funded by the European Union that has been designed to support the creation of an efficient law-enforcement system respectful of human rights in support of the people of Ukraine, through the provision of necessary support to the National Police and other Ukrainian authorities in charge of civilian law enforcement. The Project encompasses activities that will enable the achievement of the following four results:

Result 1. Capacities of law enforcement stakeholders are enhanced through an effective and efficient human resource management system (including training, recruitment, career management, integrity management, adequate business processes and appropriate institutional structures).

Result 2. Ukraine's police force is a modern and professional organisation which takes a community-oriented policing approach and adequately maintains public order in full observance of human rights protection.

Result 3. Increased public safety and improved fight against serious crime, including cybercrime, following enhanced cooperation between the institutions in charge of investigating and prosecuting crime, and the introduction of modern investigative techniques, including IT solutions.

Result 4: Professional sector management allows for comprehensive sector policy dialogue, effective policymaking, mid-term budgetary planning and continuous policy monitoring.

Support to the National Police of Ukraine

The Project supports the National Police of Ukraine (NPU) in modernising the traffic police service, streamlining criminal, cybercrime, and organised crime investigation frameworks, introducing community and intelligence-led policing models, establishing an effective witness protection system, enhancing Ukrainian Police collaboration with Interpol and Europol networks, and setting up professional training centres. In addition, the capacity of the National Police will be enhanced through support to an effective and efficient human resource management system, and improved business processes with supporting IT solutions. This includes training, recruitment, career management, integrity management, adequate business processes and appropriate institutional structures.

Support to the Prosecutor General’s Office

The project supports general improvements to the Prosecutor General’s Office and provides technical expertise and equipment to the newly appointed Qualifications and Disciplinary Commission of Prosecutors, a self-governing body responsible for the competitive selection process for new prosecutors and for conducting disciplinary proceedings against acting prosecutors.

Support to the State Bureau of Investigations

Recently established, the State Bureau of Investigations is tasked with the investigation of crimes committed by public officials and will take over some investigative functions from the Prosecutor General’s Office. The project supports the newly established agency with training, technical expertise, modern management practices, and equipment.

Purpose and Scope of Assignment

The On-call Videographer will, under general guidance of PRAVO Police Communication Officer, be responsible for the production and editing of high-quality video feature stories about the Support for Rule of Law Reforms in Ukraine Project.

The selected incumbent will undertake the following activities/responsibilities:

● Production of videos and human-interest multimedia stories during PRAVO-Police Project’s events, conferences, field visits, communications initiatives and other key activities as directed

● Provision of videos for distribution through social media and websites

● Editing and production of videos

● Advising PRAVO Police Project and national partner personal regarding film-making best practices

● Provision of videos from the visits/meetings/missions of/with the donor and other high officials as directed

● Development of creative concepts, scripts, storyboards and moodboards

Please note that the On-call Videographer must have his/her own equipment and be available for travel, with the team or independently, as needed. Travel expenses will be compensated separately in line with UNOPS internal policies and practices.

Copyrights

● All copyrights of produced videos, photos and related documents are reserved to UNOPS. The videos cannot be altered, sold or redistributed to the third parties. Where appropriate the Videographer will be credited according to relevant UNOPS standards.

Monitoring and Project Controls

▪ Initial draft videos of main activities produced and provided within 24 hours or in line with the timeline agreed with PRAVO Police Project Communications Officer

▪ High quality videos produced in accordance with requirements and deadlines.

▪ Production of video and multimedia human interest stories for traditional, digital and social media platforms

Education

● Minimum Secondary education/High school diploma is required.

● University degree in Film, Film and Television Production, Dramatic Arts, Design, Fine Arts, visual arts, media, computer technologies or other related disciplines, will be considered an asset and may substitute for some of the required years of experience.

Experience

● With high school diploma minimum 8 years OR with university bachelor’s degree minimum of 4 years of relevant and proven professional experience is required in:

● organizing full-cycle video production (including drafting a script, filming editing and post-production;

● video editing using professional software (Apple Final Cut Pro, Adobe Premiere Pro, Edius Pro, DaVinci Resolve);

● sound mixing/mastering for videos using professional software Adobe Audition, Apple Logic Studio;

● motion graphic using professional software (Adobe After Effects, Adobe Cinema 4d, Apple Motion, Adobe Photoshop, Adobe Illustrator);

● video encoding/transcoding using professional software (Adobe Media Encoder, Apple Compressor, Apple QuickTime, Movavi Video Converter, DCP-o-matic.

● Experience in Color correction using professional software (DaVinci Resolve) will be considered an asset

● Full access to Photo/video/music/sound stocks Adobe Stock, Shutterstock, Pond5, Dissolve, Envato market, Premiumbeat will be considered an asset

● Proficiency using MS Office. Knowledge of Google GSuite is an asset.

● Working experience with the United Nations is an advantage.

● Experience working with national law-enforcement agencies will be considered an asset

The Photographer is responsible for arranging his/her own high-resolution state of the art digital camera and other relevant equipment that can produce outputs in the following formats and in line with the following technical requirements:

Sound: WAV 24 bit, 48 Khz

Format: stereo, mono, 5,1, 7.1 (also acceptable)

Languages

● Fluency in Russian and Ukrainian is required.

● Basic knowledge of English is required.
