Background

United Nations Development Program (UNDP) works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus.

With funding from the EU and implementation by UNDP the “Support Facility to the Bi-Communal Technical Committees" provides financial, conceptual, and operational support in the preparation and realization of small, ad-hoc activities as well as more substantive projects and interventions.

Technical Committee on Health is now implementing a bi-communal project for identification and distribution of vectors of medical importance in Cyprus. As part of the project, a surveillance network will be established with the aim to:

  • Identify mosquito vectors both native and invasive species at an island level focusing in regions at higher risk for disease transmission
  • Map mosquito distribution to prioritize regions for which enhanced measures should be taken to control the mosquito population to promote public health
  • Enhance capacity building of local communities to identify mosquitoes of medical significance and to perform surveillance programs
  • To increase public awareness on protection measures against mosquito bites

The Action will be composed of the following activities:

  • Setting up and collection of traps in identified field locations (expected to take place during July 2020 – September 2020 and November 2020 – January 2021)
  • Analysis of samples (January – February 2021) in laboratories

Within this context, UNDP is seeking two Video Production Specialists (1 Greek Speaking and 1 Turkish Speaking) to work jointly on a part time basis to capture the project activities. The footage will be used as a public awareness material on social media sites, as well as for press coverage, documentation and archiving.

The Turkish Speaking Video Production Specialist will be responsible for capturing the project activities to take place in the Turkish Cypriot community, and the Greek Speaking Video Production Specialist will be responsible for capturing the project activities to take place in the Greek Cypriot community.

Two Specialists will be required to work together in order to produce one joint final product.

Duties and Responsibilities

Under the overall guidance of the Programme and Communications Analyst and with substantive inputs from Technical Committee on Health, the Consultant will be responsible for working closely with the Turkish Speaking Video Production Specialist to undertake the followings:

  • Liaise with UNDP on production schedule, filming, filming formats and location access;
  • Supply all necessary equipment, professional camera, lighting equipment, microphones and a range of accessories for broadcast quality HD video and professional sound recording;
  • Conduct research on background footage;
  • Plan and execute footage collecting / coverage activities;
  • Develop scripts incorporating interviews, new footage, background footage, logos/graphics/job titles, and background music;
  • Successfully film and emotionally express the core elements of the situation assigned for coverage;
  • Prepare and submit music, voice overs and design (as applicable) for the video to UNDP for acceptance;
  • Insert subtitles in 3 languages;
  • Produce 2 to 4 - minute video for the promotion of UNDP and its partners’ work, and ensure content is repackaged in a format suitable for UNDP and its partners’ website and social media channels;
  • Submit a preliminary rough edited cut to UNDP for discussion within 2 weeks upon completion of the last filming session;
  • Make necessary corrections or changes required by UNDP or its partners and re-submit corrected material within the agreed timeframe; 3 sets of changes – first cut, rough cut and final cut (up to 3 rounds of corrections to be covered under the agreement);
  • Ensure pre-production filming and post-production are at the highest quality and technically good (properly exposed and processed);
  • Ensure timely delivery of materials: final videos should be delivered within 4 weeks of filming;
  • Deliver raw footage and High Definition final product on CDs and/or DVDs to UNDP office and one set will be emailed via dropbox/wetransfer or external disk
  • Unless otherwise agreed, the Specialist will be responsible commuting to/from the assignment location.
  • Ensure that all contents follow the copyright laws.

Deliverable / Output

  • Deliverable / output 1: Development of a 2-4 minute short video file for YouTube/website/social media sites uploading in the formats indicated by UNDP

Required Skills and Experience

Education:

  • Bachelor's Degree in Communication, film, video production, broadcasting or in a related field; or five years of professional experience in lieu of degree

Experience:

  • At least 3 years of experience in professional video production and editing (or filmmaking, direction, shooting etc.) required
  • Previous work experience in Cyprus (min 5 projects) required
  • Previous experience in working with an UN agency is an asset
  • Previous experience in bi-communal projects will be considered as an asset

Language Requirements:

  • Fluency in English
  • Working knowledge of Greek language is required

Other requirements:

  • Valid driving license
  • Ability and willingness to travel island wide

Financial Proposal:

Applicants are requested to submit an output based financial proposal in Euro.

The financial proposal shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractors and absent days including weekends and office holidays are not payable.

Logistics of the Assignment:

The Consultant shall arrange her/his own local travel. Cost of transportation to and from the field (location of trips) should be excluded from the financial proposal. Please note that consultants will need to provide their own laptop, mobile phones and other relevant equipment for working purposes.

Evaluation / Selection Process

All applicants will be screened against qualifications set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews/desk review) – 70% of total evaluation– max. 70 points

CV review: 20 points:

  • Educational qualification as defined in the ToR (10 points)
  • Experience as defined in the ToR (10 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 14 points) will be eligible to be invited for an interview/desk review.

Interview/Desk review: 50 points

  • Relevant work experience (15 points)
  • Work experience in Cyprus (15 points)
  • Previous experience in working with an UN agency (10 points)
  • Experience in bi-communal projects (10 points)

Only those individual consultants who obtained at least 70% of points from the CV review and Interview/desk review (49 out of 70) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Payment shall be made upon the submission of the certification of payment form and the completion and approval of the output (as per this ToR) by UNDP.
