B. Project Description
The UN Secretary-General established the UN SDG Action Campaign to inspire people and organizations from all backgrounds and every part of the world to take actions to achieve the SDGs, while holding decision-makers to account for progress society-wide. Ultimately, the Campaign’s goal is to channel the power of people, through growing SDG networks, to understand, commit to and act on the Goals –and inspire others to do the same. At a moment of acute crisis in our world, the Campaign is seizing the opportunity of a turning point to rethink behavior, reorient policymaking and ramp up services critical for a just and sustainable recovery that takes our societies all the way to the SDGs.
The UN SDG Action Campaign is hosted and supported by the UNDP Executive Office and has a lean team with diverse skills based in Bonn (Germany). The Campaign operates in an agile, adaptable manner. It marshals rapid support for new initiatives as opportunities arise and provides partners with on-demand strategic creative services that inspire SDG action with an engaged community of activists and concerned individuals. The Campaign also serves as a creative lab for advocacy, a first mover for innovative and creative initiatives, such as the recent Global Hackathon, the Global Day for Hope and Solidarity, and the first-ever virtual SDG Action Zone during the high-level week of the UN General Assembly.
For priority constituencies, the Campaign develops tailored tools and strategies. It forges links to key decision-making moments at the local, national and global levels, including the High-Level Political Forum, the UN General Assembly, and follow-up meetings tracking international conventions and treaties.
The COVID-19 pandemic has compelled the UN SDG Action Campaign to thoroughly revise and recalibrate its strategy and program for the year 2021 and beyond. This has notably affected in-person events and related convening spaces such as the SDG Global Festival of Action and the SDG Action Awards hosted by the UN SDG Action Campaign, among other relevant events supported by the Campaign.
In order to effectively deliver on the above, the UN SDG Action Campaign is seeking to recruit a Video Editor and Producer reporting to the Lead Communications to develop a video strategy and provide video production and editing service including: concept development sourcing of footage when needed, formatting and adaptations of the Flip the Script video material.
Some videos and images will be provided by UN SDG Action Campaign, the vendor will be required to carry out additional research as needed. Editing shall follow the existing template and be adapted to different contexts with a quick turnaround. All native files created shall be given to the UN SDG Action campaign, including any copyright documents and music files
Duties and Responsibilities
Scope of Work
Summary of key functions:
1. Developing a video strategy that aligns with the SDG Action Campaign goals and strategy in close cooperation with the Communications Section
- Guide and advise on video content types, length and identity
- Development of video content guidelines
2. Creation of 5 short videos/ reels on the Flip the Script campaign and other initiatives as needed including editing
Video Concept development, sourcing the needed footage, creating typographic and creative animations and assets to edit and deliver the UN SDG
3. Adapting existing campaign video material
Action Campaign video content, including but not limited to digital dialogues, promo and social media videos, maintaining a cohesive narrative, tone and style
Edit recorded interview footage to deliver a finished project that matches the Campaign’s vision and is suitable for broadcasting
- Trim footage segments and put together the sequence of video clips
- Input music, dialogues, graphics and effects into videos
- Create rough drafts and final cuts
Ensure logical sequencing and smooth flow of the end-product

The duration of the assignment is one year from 1 May 2022 – 30 April 2023.

Qualifications of the Successful Individual Contractor
Experience:
- Minimum 3 years of proven work as a video editor with a strong portfolio
Required Skills and Experience
Requirements:
- A strong visual storyteller, the selected candidate will be a highly creative individual with vision, and hands-on video and multiple media production skills.
Being able to merge seamlessly visual and sound to tell a compelling story
Solid experience with digital technology and being up to date with editing software packages (e.g., shots compositing, Premiere, special effects, Photoshop, and Final Cut)
- Capable of working under pressure to meet individual project needs
- Fluency in Adobe Premiere and After Effects and related software necessary
Desired additional skills:
- Typography and animation experience
- Design experience in the context of video editing
- Knowledge of free image banks and resources
Language Requirements:
- Fluency in English. Knowledge of additional UN languages is an asset.
Criteria for Selection of the Best Offer
All applicants will be screened against the qualifications and competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.
Technical Criteria – 70 % of total evaluation– max. 70 points:
Technical test: 40 points;Test includes developing a storyboard for a highlights video of a UN SDG Action Campaign initiative and propose formats for targeted audiences.
Interview: 30 points;
Experience in creation of optimized video (15 points)
Experience in building digital engagement strategy through social media and digital platforms (10 points)
- Experience in researching and identifying appropriate footage (5 points)
Only those individual consultants who obtain at least 70% of points from the Technical Review will be considered for the financial proposal evaluation.
Financial Criteria – 30 % of total evaluation – max. 30 points. Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].
UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualifications and financial proposal.
Schedule of Payments
Payment based upon satisfactory delivery of deliverables specified in this ToR and each and certification of satisfactory completion by the Director of the UN SDG Action Campaign.
