Result of Service The overall objective of this consultancy is to produce technical deliverables and results based monitoring (mentioned under section 3 of this TOR) by mapping and analyzing current data, information, knowledge products and data needs and gaps thereof, and collecting data of SEA circular project..

Under the direct supervision of SEA circular project coordinator, the consultant is required to conduct: 1.Mapping and analysis of SEA circular project results framework by building evidence gathering for outcome and output level indicators 2.Analysis and assessments as building blocks for setting baselines and targets for 2022 onwards 3. Develop a methodology, sourcing evidence for indictors to inform the monitoring and reporting process of the Project’s Performance of the results 4.Produce synthesis and analytical reports 5. Carry out other tasks as assigned

Output 1: Conceptualization of 04 videos (as above) -The consultant will develop a detailed concept for all the videos, including individual story plan and script -Closely work with the team to understand the requirements -Provide ideas and schedule of filming of footages/compelling photographs -List downs people to be interviewed to record the bytes/voiceover & preparing questions or speaking points to capture the key message & scheduling the recording.

Deliverables: a. Video content concept plans outlining concept, storyline, and proposed video treatment: design, visualization of data/information/key message with timeline of byte/voiceover

1. Knowledge compendium by 10/10/2022 2. SEA circular project profile video by 10/09/2022 3. Regional guidance on harmonized national marine litter monitoring programmes by 15/09/2022

Output 2: Script for 04 videos The consultant will develop individual script for the videos in line with the approved storyboard.

Deliverables: a. Develop scripts for all the videos with support from SEA circular team in English and present the script to SEA circular team for approval. 1. Knowledge compendium by 20/10/2022 2. SEA circular project profile video by 20/09/2022 3. Regional guidance on harmonized national marine litter monitoring programmes by 30/09/2022

Output 3: Video production The consultant is responsible for filming, interviewing, editing, subtitles, voiceover. S/he will be required to produce motion graphics and animated video clips (as and when required) for illustrating some of the ideas.

Deliverables: a. Develop the videos with motion graphics, white board animations, etc. (as decided at the conceptualization phase) 1.Knowledge compendium by 15/11/2022 3.Regional guidance on harmonized national marine litter monitoring programmes by 20/10/2022

b.Filming contextual footages, if required, of SEA circular project activities or use stock footages (as decided at the conceptualization phase) 2. SEA circular project profile video by 31/10/2022

c. Post-production of the videos - mixing, editing, subtitles and voiceover by 10/11/2022 Based on the final delivery date, the consultant will adjust the post production timeline for each video

Output 4: Final products - 04 videos The consultant will require to allocate time for multiple revisions and approval from different stages. The consultant will also provide all raw files, and editable formats along with final 4k and HD videos.

Deliverables: a. Knowledge Compendium by 15/11/2022 -Introductory video -Count down launch video (String) -Post production of Sida's video statement

b. SEA of Solutions Recognition event by 15/11/2022 -SEA circular project profile video

c. Regional guidance on harmonized national marine litter monitoring programmes by 20/10/2022

Performance indicators for evaluation of outputs: Timely completion of all deliverables as stipulated in the TOR and evaluated by UNEP for completeness and quality.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

SEA circular – solving plastic pollution at source – is an initiative by the UN Environment Programme (UNEP) and the Coordinating Body on the Seas of East Asia (COBSEA), which is funded by the Government of Sweden, to inspire market-based solutions and encourage enabling policies to solve marine plastic pollution at the source. The project is working in six countries in South-East Asia – Cambodia, Indonesia, Malaysia, the Philippines, Thailand and Viet Nam, and aims to reduce adverse impact of land-based plastic leakage into the marine environment by ensuring that less plastic is wasted at source and management of the plastic value chain is improved in South-East Asia.

The project is closely working with the national and local government; the private sector including producers, retailers, and associations in the packaging, consumer, and institutional products industry; academic and research institutes; international organizations as well as civil society and non-governmental organizations to promote market based solutions toward a circular economy around plastic value chain, and strengthen science-base for informed policy making, as well as to increase region-wide awareness and networking.

The Purpose of the consultancy is to design and produce informative and captivating videos for SEA circular project to popularize and navigate easy understandability to support awareness-raising to end plastic pollution. The activities and deliverables will contribute to results framework 3.2 of SEA circular project.

Qualifications/special skills Skills: Specific diplomas or technical studies in video production (desirable); knowledge on marine and /or marine Plastic pollution issues (desirable) Academic Qualifications: Bachelor’s degree in Film and Cinematography, Communications, Journalism, Environment, or related field in the arts and/or humanities, with qualifying experience in video production, animation, public relations Experience: •At least 5 years of professional experience in videography, photography, graphics design and illustration, motions graphics, animation and editing skills required •Strong knowledge of current and emerging video production & design software and editing programmes required •Previous experience and/or knowledge of visual storytelling in the field of environment specifically plastics pollution is desirable •Demonstrated excellence in developing content on environmental issues required •Previous working experience in Asia and the Pacific region is desirable •Working experience in a multicultural environment including United Nations is an advantage Language: Fluency in written and spoken English is required, and knowledge of any of the three SEA regional languages (Malay, Thai, and Vietnamese) is desirable
