Result of Service These videos inform plastic value chain stakeholders from Malaysia, Thailand, and Viet Nam with country-specific data on plastics pollution and recommendations on integrating plastic circularity to accelerate solutions to the plastics problem. The intended use of these videos is to assist the Resident Coordinators and UN Country Teams on their awareness-raising, championing the urgency to beat plastic pollution, and supporting national governments and their national plans to reduce plastic pollution along with the follow-ups on the newly adopted global plastics agreement processes and the road ahead.

Under the direct supervision of the SEA circular project coordinator, in close coordination with Deputy Regional Director, and the Regional Development Coordinator, the consultant is required to conceptualize, structure, assemble, design, and produce three videos – of 2-3 minutes each for Malaysia, Thailand, and Viet Nam.

Output 1: Conceptualization of 3 videos (for Malaysia, Thailand, Viet Nam) The consultant will develop a detailed concept for each of the three videos, including a story plan and script outline.

Deliverables:

1.1 Video content concept plans (3) (for Malaysia, Thailand, Viet Nam) outlining concept, storyline, and proposed video treatment: design, visualization of data/information/key message with timeline by 25/05/2022

1.2 Draft outline of the video scripts (3) (for Malaysia, Thailand, Viet Nam) - with ideas and schedule of filming of footages/compelling photographs - examples of plastic pollution solutions in each country to be featured in the videos - list of people to be interviewed to record the bytes/voiceover & preparing questions or speaking points to capture the key message & scheduling the recording of byte/voiceover by 07/06/2022

Output 2: Storyboard and Script for 3 videos (for Malaysia, Thailand, and Viet Nam) The consultant will develop individual script for the three videos in line with the approved storyboard.

Deliverables:

2.1 Develop storyboards for 3 videos and present those to UNEP for approval by 17/06/2022

2.2 Develop 3 scripts for videos (for Malaysia, Thailand, Viet Nam) with UNEP team –in English with application of local language subtitles and present the script to UNEP team for approval by 30/06/2022

Output 3: Video production: The consultant is responsible for filming, interviewing, editing, subtitles, voiceover and managing translation of the script into local languages (Malay, Thai and Vietnamese). S/he will be required to produce motion graphics and animated video clips (as and when required) for illustrating some of the ideas.

Deliverables:

3.1 Filming contextual situation of plastics pollution and solutions; Conduct on camera interviews in three countries (Malaysia, Thailand, Viet Nam) following the approved script, and mixing, editing, post-production work including translating into three local languages, subtitles and voiceover for 3 videos by 01/07/2022 to 15/08/2022

Output 4: Final products 3 videos (for Malaysia, Thailand, Viet Nam)

Deliverables:

4.1 Draft version of the video for Malaysia submitted for review to UNEP team by 25/08/2022

4.1.1 Collect feedback from UNEP team – revise the video (if any feedback) and submit the final video for Malaysia by 05/09/2022

4.2 Draft version of the video for Thailand submitted for review to UNEP team by 15/09/2022

4.2.1 Collect Feedback from UNEP team – revise the video (if any feedback) and submit the final video for Thailand by 25/09/2022

4.3 Draft version of the video for Vietnam submitted for review to UNEP team by 05/10/2022

4.3.1 Collect Feedback from UNEP team – revise the video (if any feedback) and submit the final video for Vietnam by 15/10/2022

Performance indicators for evaluation of outputs: Timely completion of all deliverables as stipulated in the TOR and evaluated by UNEP for completeness and quality.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.

UNEP, in line with its normative mandate, provides advice and guidance to the Member States and the UN system on how to integrate environment and natural resource sustainability and resilience in the context of the agenda 2030. UNEP as a non-resident agency is increasingly aiming to deliver work in the country by providing advice and guidance on how to integrate environment and natural resource sustainability and resilience into agency programmes and budgets, and their common country analysis (CCA) and the United Nations Sustainable Development Cooperation Framework (UNSDCF) or Cooperation Framework (CF) through increased engagement with Resident Coordinators (RCs) and UN Country Teams (UNCTs).

UNEP is working towards supporting countries’ needs and priorities including advancing circularity in the plastics value chain to keep plastics in the economy and out of the environment, through clean seas, sustainable consumption and production, green recovery, and carbon neutrality projects and interventions. UNCT engagements-plastic circularity project is one such pilot initiative that aims to test the UNEP-wide action plan to deepen UNEP’s country-level engagement with the RC System, through joint support by leveraging matching thematic initiatives and interventions by Regional Offices and Divisions. It aims to provide data, information, and knowledge products (Briefs, multimedia contents) on plastics value chain circularity to RCs and UNCTs to inform CCA, CCA annual revisions, and increasing awareness in UNSDCF Results Groups on the environment and climate change and advocate key actions needed to address plastics circularity and pollution under CFs in Malaysia, Thailand, and Viet Nam.

"Reducing marine litter by addressing the management of the plastic value chain in South- East Asia" (SEA circular) is another project implemented by the UNEP Regional Office for Asia and the Pacific and the Secretariat of the Coordinating Body on the Seas of East Asia (COBSEA), with support from the Government of Sweden, that directly addresses plastics value chain and circularity issues focusing on the lifecycle stages of (i) Production of plastic products, (ii) Plastic use, and (iii) Collection/sorting/recycling, to ensure that less plastic is wasted and strategically prevent plastic litter entering the ocean. The project promotes a human rights-based approach to identify people-centered and equitable solutions and actively engages all groups of society, including consumers, informal waste workers, and coastal communities most vulnerable to the impacts of marine litter. The project leverages the COBSEA intergovernmental mechanism and contributes to the achievement of the COBSEA Regional Action Plan on Marine Litter (RAP MALI). Project activities take place in six target countries (Cambodia, Indonesia, Malaysia, the Philippines, Thailand, Viet Nam) with knowledge sharing across all nine COBSEA countries (incl. PR China, Singapore, Republic of Korea) in four output areas: i) supporting market-based solutions, ii) enhancing the science-basis for decision making, iii) generating outreach to support awareness and behavior change, and iv) promoting a regional approach through collaboration and networking. UNEP to demonstrate a ‘One UNEP’ integrated approach to delivery as a means to better support the UN system and member states. SEA circular and UNCT engagements – plastic circularity’ projects are complementing and leveraging its efforts and resources to create a greater impact.

Objectives: The Purpose of the consultancy is to design and produce informative and captivating videos for UN Country teams in Malaysia, Thailand, and Viet Nam to support their awareness-raising and championing of the urgency to end plastic pollution.

Qualifications/special skills Skills: Specific diplomas or technical studies in video production (desirable); knowledge on marine and /or marine Plastic pollution issues (desirable). Academic Qualifications: Bachelor’s degree in Film and Cinematography, Communications, Journalism, Environment, or related field in the arts and/or humanities, with qualifying experience in video production, animation, public relations. Experience: - At least 5 years of professional experience in videography, photography, graphic design and illustration, animation and editing skills required - Strong knowledge of current and emerging design software and editing programmes required - Previous experience and/or knowledge of visual storytelling in the field of environment specifically plastics pollution is desirable - Demonstrated excellence in developing content on environmental issues required - Previous working experience in Asia and the Pacific region is desirable - Working experience in a multicultural environment including United Nations is an advantage Language: Fluency in written and spoken English is required, and knowledge of any of the three SEA regional languages (Malay, Thai, and Vietnamese) is desirable.
