ORGANIZATIONAL CONTEXT

These roles are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs), and report to a more senior VAM or Programme Policy Officer. Job holders operate independently and are involved in operational activities and related analytical work.

The objective of the position is to provide support to the Guatemala Office to develop and implement Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing, or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for government to build monitoring and evaluation strategies. Additionally, the objective is to support food security and nutrition policies and programmes through generating evidence-based data.

JOB PURPOSE

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency). Under the supervision of the Deputy Country Director (DCD), the appointee will assume a leadership role in the RAM units, overseeing both VAM and M&E subunits.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
  2. Support the development of systems and tools for the monitoring and assessment of food assistance needs, nutrition, markets, resilience, and related topics, in line with innovative methodologies and best practices.

  4. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes.
  5. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  6. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  7. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities. This includes the support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned, and best practices.

  9. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  10. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. Representing WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Contribute to the development of Monitoring, Review, and Evaluation plans for the Country Strategic Plan (CSP) and global strategies, ensuring compliance with WFP standards. Facilitate evidence-based decision-making in program design and implementation by making findings accessible through innovative, user-friendly products.
  2. Support WFP Management in addressing recommendations from monitoring, reviews, and evaluations, ensuring timely follow-up actions. Advocate for budget allocations for M&E costs and necessary resources through the line manager while contributing to enhancing the M&E capacity of WFP staff and partners through innovation, training, and information sharing.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in social sciences, statistics, development economics performance management, Data Science, Public Health/Nutrition, Geography, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Languages:

Fluency (level C) in English and Spanish.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least three years of postgraduate progressively responsible professional experience in monitoring, food security, vulnerability analysis or a closely related area.
  • Work experience in monitoring and evaluation of humanitarian and/or development interventions.
  • Demonstrated experience in monitoring food security, vulnerability and livelihood analysis, and other needs assessments.
  • Previous experience supervising and coordinating work teams.

TERMS AND CONDITIONS

A Fixed-Term contract for a National Professional Officer level B (NOB) is offered for a period of 1 year with a possisbility of extension based on performance and availability of funds.
