The World Food Programme (WFP) supports the Government of Indonesia in conducting analysis and producing evidence-based products for food security and nutrition decision- and policymaking with a view toward prioritizing areas, resources and interventions. Under the Adaptive Social Protection UN Joint Programme, funded by the Sustainable Development Goals (SDG) Fund, WFP in partnership with UNICEF, UNDP and OCHA provides support to the Government in establishing mechanisms for scaling up inclusive and adaptive social protection. Under the UN COVID-19 Response and Recovery Multi-Partner Trust Fund, WFP, jointly with UN Partners supports the Government of Indonesia to ensure that most vulnerable populations are protected and safeguarded from the adverse socio-economic impact of the COVID-19 crisis through scaling up of the social protection schemes and improved planning and delivery. WFP supports the Food Security Agency (BKP) led Food Security and Vulnerability Atlas (FSVA) for better capturing and communicating food security conditions in national and sub-national levels through utilization of the Small Area Estimation (SAE) methodology. In line with other responsibilities, the VAM Officer will contribute to implementation of the above-mentioned activities, closely collaborating with the UN and Government counterparts at national and sub-national levels.

Accountabilities/Responsibilities:

In close coordination with Government partners and stakeholders and the WFP Country Office VAM Unit in Jakarta and under the direct supervision of the WFP VAM Activity Manager, the VAM Officer is responsible for the following duties: 1. Contribute to the development of plans, and processes in the area of food security and vulnerability, ensuring alignment with wider programme policies and guidance, including the development of an integrated early-warning system to inform a shock responsive/adaptive social protection (ASP) system. 2. Analyze national, subnational and household patterns of food insecurity and vulnerability by integrating primary food security, market and livelihoods data, including in urban areas, to identify risk trends and vulnerabilities. 3. Support the development, design and coordination of a qualitative and quantitative research agenda to refine the understanding of vulnerability, severity and risk to climate change, natural and other hazards at national, subnational, and household levels, including vulnerability indicators, thresholds and triggers. 4. Support strengthening WFP and Government partners’ knowledge base and understanding of food security and vulnerability issues at country level regarding anticipatory action and better preparedness and response capacity to protect the lives and livelihoods of vulnerable communities who are at risk. 5. Support the development of systems and tools at country level for the assessment and monitoring of vulnerability and severity in line with innovative methodologies and best practice. 6. Provide and/or facilitate technical assistance and capacity building initiatives to government partners to develop food security and vulnerability analysis products. This includes support to the preparation of the annual Food Security and Vulnerability Atlases (FSVA), including introduction and utilization of methodologies, such as Small Area Estimation (SAE), etc.) to improve data quality and strengthen analysis at the national and sub-national levels. 7. Contribute to the development of the VAMPIRE/PRISM platform for real-time monitoring of food security and disaster impact by integrating vulnerability indicators, thresholds and triggers. 8. Support vulnerability analysis and the development of standard analytical products; conduct relevant analyses and assist in developing the system further for different disaster impact scenarios. 9. Support and participate in in-country food security and vulnerability assessments, climate and food security analyses, market functionality assessments and other types of joint assessments in the region; support analysis and report writing. 10. Liaise and maintain strategic partnerships with UN and government partners, including UN-OCHA, UNICEF, UNDP, Ministry of Social Affairs, National Disaster Management Authority, and regional entities. 11. Support country offices on any assessment and/or analysis needs. 12. Contribute to the monitoring and timely reporting on assigned activities. 13. Others as required.

Deliverables: 1. Development of criteria for identification of population groups vulnerable to climate-related risks and eligible to receive emergency cash assistance. Development and testing of standard operational procedures (SOPs) for transferring cash-based payments before and/ or after climate-related and other disaster events. 2. Integration of populations vulnerability data with automated climate hazard monitoring. 3. Integration of shock-affected populations data into the national database for adaptive social protection, achieved by working together with relevant stakeholders at national and subnational levels. 4. Work in partnership with the BKP in the implementation of the FSVA, including utilization of SAE for improved data quality and analysis at the national and sub-national levels. 5. Production of periodic reports to monitor progress and measure impact of activities.

Qualifications & Experience required: Education: Advanced University degree in Economics, Statistics, Agriculture, Geography, Social Sciences or other related fields, or First University Degree with additional years of related work experience and/or trainings/courses. Experience: • Developed practical expertise in food security analysis and mapping by participating in assessments, including the design, data collection and analysis. • Has implemented programmes and provided input into designing operations. • Has provided input into policy discussions and decisions. • Prior working experience with governments and/or on social protection schemes is an asset. Technical Skills: • Demonstrated knowledge in food security and vulnerability concept; knowledge on the landscape of social protection schemes in Indonesia is an asset. • Analytical ability in food security and vulnerability analysis, including data collection and analysis. • Demonstrated proficiency in the use of statistical tools and methods for food security analysis, including the use of spreadsheet software (MS Excel), statistical packages (STATA, SPSS, R, etc.). • Basic knowledge in Geographic Information System (GIS). • Ability to communicate and coordinate with Government partners and stakeholders. • Familiarity and/or experience working with Indonesian nutrition, socioeconomic, and food price datasets is a plus. Languages: Fluency in both oral and written communication in Bahasa Indonesia and English.
