ORGANIZATIONAL CONTEXT

BACKGROUND PURPOSE OF THE ASSIGNMENT:

Since 2013, WFP has successfully positioned itself in Tunisia and Morocco on a technical advisory role through government capacity strengthening activities aiming to enhance nationally owned school feeding and other social protection programmes. The ultimate objective of WFP’s activities in Tunisia is to effectively enhance government-owned social protection programmes to be more inclusive and shock-responsive. Tunisia’s Country Strategic Plan 2022-2025 is implemented using the capacity strengthening modality. WFP provides technical assistance, policy advice and training to national officials at national, sub-national and local level to provide quality data and evidence to better integrate food security and nutrition in national policies and strategies.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in international affairs, economics, mathematics Computer Science, Statistics, or similar relevant discipline.

Languages:

Fluent (level C) in French & English language, Arabic as the national language

Experience:

  • At least 3-year post-graduate, progressively responsible, job-related experience in statistics, data analysis and science.
  • Strong knowledge of quantitative, qualitative data collection methods skills are required.
  • Experience of working with household survey data is an asset.
  • Experience working in a team, involving people of different nationalities and/or cultures.

JOB PURPOSE

Purpose of this assignment is for the incumbent to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Technical support for the set-up of a national Food Security Monitoring System.
  • Regular monitoring reports produced including with recommendations to Programme unit, and on cooperating partners’ performance.
  • Initiate, develop and oversee PDM and process monitoring reports produced
  • Regular COMET report produced and delivered.
  • Trainings to strengthen the capacities of cooperating partners and CO staff for qualitative and quantitative data collection exercises.
  • Prepare data visualizations that are directly linked to data bases
  • Contribute to the implementation of WFP’s standardized code book for data collection efforts in CO Tunisia;
  • Contribute to finetuning data collection tools;
  • Prepare draft analytical narratives of analysis conducted;
  • Perform other related duties as required.

Long Description

Specific responsibilities in VAM (not all-inclusive):

  • Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance, including supporting efforts at establishing a National Food Security Monitoring System in Tunisia.
  • Development of tools for the assessment and monitoring of food security needs and market functionalities in line with WFP best practice.
  • Conduct food security and vulnerability analysis and the preparation of timely reports on food security needs in line with wider VAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  • Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring timeliness submission of report including Distribution Report (DR) related to direct assistance.
  • Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.

Specific responsibilities for M&E (not all-inclusive):

  • Oversee the planning and implementation of monitoring and evaluation activities to determine the effectiveness of CO interventions, creating an enabling environment to discuss findings with colleagues and look at corrective action and adjustments as required.
  • Develop project and context specific monitoring plans that are risk-based and focus on measuring results (checking monitoring and evaluation budgets are allocated and appropriate log frame indicators and outcome targets are documented).
  • Conduct on-site missions to roll-out the country office's M&E strategy and related tool (COMET). Act as a focal point for COMET and roll out the COMET Standard Operating Procedures (SOP).
  • Make sure programme unit performs a systematic reporting of CSP activities at outcome and output level using the CO’s M&E and reporting system in MoDA. Support CO staff with training on using the reporting tool when/where necessary.
  • Oversee the Post Distribution Monitoring, Process monitoring and the well-functioning of the Complaint and Feedback Mechanism (CFM) aiming at enhancing WFP’s ability to demonstrate outcome focused results.
  • Working close collaboration with counterparts and partners to strengthen the data quality, accuracy and consistency to build credible performance evidence. Train partners and office staff M&E techniques as required, to build capacity, and encourage accountability for demonstrating results.
  • Act as Evaluation manager in the event of evaluation exercise or mid-year reviews as planned in the CSP.
  • Support preparation of analytical ACRs by ensuring data readiness for all relevant indicators for the outputs and outcomes in COMET system.

OTHER SPECIFIC JOB REQUIREMENTS

  • Solid experience in handling datasets, performing data cleaning, data analysis and visualization is required, thus solid background in statistics / econometrics is essential.
  • Strong skills in both macro and micro economic analysis and preferably in relation to food security;
  • Statistical analysis (primary and secondary data collection/collation and analysis)
  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook);
  • Knowledge in database management or visualization software such as Tableau Kobo;
  • Proficiency in a statistical software package is required (Stata, R, SPSS, Python)
