BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted a Transitional Interim Country Strategic Plan (T-ICSP), which outlines the activities in the country for the next year (September 2022 – August 2023). He/she will report to the Head of Programme in the WFP Moldova Office. He/she will be responsible to contribute to the VAM and M&E evidence base that supports food security and programmes response in Moldova (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, monitoring and evaluation).

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Lead the process of the development and implementation of VAM and M&E strategy for WFP in Moldova.
  • Undertake development of VAM projects and activities, plans and processes in Moldova, ensuring alignment with wider WFP policies and guidance.
  • Arrange the development of systems and tools for the monitoring and assessment of basic needs in line with innovative methodologies and best practice, and in accordance with overall WFP Moldova T-ICSP structure.
  • Lead the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  • Coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  • Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
  • Provide support to relevant partners that are focusing on food security and social protection issues to enable sharing of experience, lessons learned and best practices.
  • Guide and supervise Monitoring Associate and assistants.
  • Lead the Community Feedback Mechanism (CFM) team including the hotline operators.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least 7 years post-graduate experience, with additional years of progressive experience in a role involving VAM and M&E.

Knowledge & skills:

  • Demonstrated proficiency in the use of several statistical tools and methods for food security analysis
  • Practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards
  • Knowledge of capacity strengthening and effective knowledge transfer models, concepts and principles
  • Strategic thinking and analytical skills
  • Ability to develop and maintain relationships with a variety of stakeholders, conveying an informed and professional demeanor toward internal and external partners and stakeholders
  • Appetite for exploring and experimenting with new ideas and approaches.
  • Ability to work in a team in a multicultural environment

Languages: Fluency (level C) in English language and/or in one of official UN languages (Arabic, Chinese, French, Russian, Spanish). Knowledge of Romanian and/or Ukrainian language is desirable.
