The World Health Organization (WHO) is the directing and coordinating authority for public health within the United Nations system. The WHO Regional Office for the Eastern Mediterranean is one of WHO’s 6 regional offices around the world. It serves the WHO Eastern Mediterranean Region, which comprises 21 Member States and occupied Palestinian territory (including East Jerusalem), with a population of nearly 745 million people.

The Budget and Finance Services (BFS) of the Business Operations Services (BOS) of the WHO Regional Office of the Eastern Mediterranean (EMRO) provides support to the budget and finance operations of the regional office which covers 22 country offices. BFS is entrusted with ensuring compliance with financial regulations and rules, policies and procedures and maintaining strong internal controls to effectively discharge WHO’s accountability obligations to Member States and donors. BFS supports WHO EMRO Budget Centers (BC), consisting of divisions and country offices, in delivering WHO’s programmes by providing guidance, review, and oversight on financial and administrative transactions, policies and procedures.

The International UN Volunteer will work in the BFS Team with regular communication and coordination with the BCs of WHO EMRO. He/she may be required to travel to the country offices of WHO EMRO.

Under the day-to-day supervision and guidance of the Finance Officer, the International UN Volunteer will undertake the following tasks: • Perform account analyses and reconciliations to ensure quality reporting, closure of accounts, and monitoring of value added tax (VAT) transactions in WHO EMRO. • Develop guides and provide trainings for timely submission of VAT claims, reconciliation, and monitoring of VAT transactions. • Coordinate with WHO EMRO Budget Centers (BC) and BFS to validate VAT transactions and resolve VAT related issues. • Assist BCs in preparing justification for write-off of VAT receivable.

applying general accounting principles, procedures, and practices, in addition to: • Strong analytical skills and high attention to detail. • Previous experience reconciling VAT receivable or other complex GL accounts. • Ability to extract, understand and interpret the results obtained from the system. • Advanced skills using Microsoft Excel. • Familiar with accounting systems (Oracle, SAP, etc.).

Egypt's climate is dry, hot, and dominated by desert. It has a mild winter season with rain falling along coastal areas, and a hot and dry summer season (May to September). Daytime temperatures vary by season and change with the prevailing winds.

The general security situation in Egypt remains relatively stable and contained. The situation is mainly impacted by incidents of terrorism and crime, however no major security incidents affecting the UN.

Foreign currencies can be exchanged at exchange offices or banks. ATMs are ubiquitous in the cities and probably the best option overall; they often offer the best rate and many foreign banks have branches in Egypt.

Even though heavily congested traffic conditions in urban areas do not generally result in serious road traffic accidents, the same is not true of highways and inter-city routes, where the accident rate is high and often with serious injury or even fatalities. By law, seatbelts must be worn when travelling in the front of a vehicle. It is recommended to wear a seatbelt – even when sitting in the back of the vehicle. Taxi services are not recommended for official travels as they don’t have appropriate insurance coverage. However, they can be used on your own responsibility for personal travels. If renting a car, it is advisable to have a GPS or use phone application to navigate around cities. Most road signs are in Arabic and English.

It is important to maintain immunizations and ensure that you travel to Egypt with proof of current immunizations. Health officials frequently monitor arriving passenger flights from specific countries. Yellow fever vaccination certificate required for travelers aged 9 months or over arriving from countries with risk of yellow fever transmission, and for travelers having transited for more than 12 hours through an airport of a country with risk of yellow fever transmission.
