The World Health Organization (WHO) was established on 7 April 1948 as the directing and coordinating authority in global public health within the United Nations system. The objectives of WHO is the attainment by all peoples of the highest possible level of health. Missions of WHO are to promote health, keep the world safe and serve the vulnerable.

Viet Nam has been a WHO Member State since 17 May 1950. WHO established a country office in Viet Nam in 1977. WHO’s work in Viet Nam is based on the country’s need for support in implementing its national health policies, strategies and plans (NHPSP) to address key health issues and fulfil its commitment to the WHO Constitution and other international health laws and treaties.

The main objective of the Vaccine Preventable Disease and Immunization (VDI) programme in the WHO Country Office in Viet Nam is to support the Ministry of Health, particularly the national and regional EPI, and relevant institutions in strengthening their capacities to plan, implement, monitor and evaluate vaccine preventable diseases activities in collaboration with other international partners and stakeholders.

The VDI programme in the WHO Country Office supports national counterparts to implement national immunization plans and strategies with focus on equity barriers to immunization by strengthening service delivery, immunization monitoring, vaccine regulation and safety, and local managers' capacity empowerment. The disease epidemiological context in the country also requires more and more detailed analysis with enhancing surveillance quality in sustainable system.

There are increasing needs to advise national immunization policy and programming as a low middle-income country to innovate and prioritize high impact interventions in the situation of graduating from external resources in line with the WHO Vision of Immunization Agenda 2021-2030 and the Regional Strategic Framework for VPDs and immunization in the Western Pacific 2021-2030.

Under the guidance of the WHO Representative and the Coordinator, Health Emergency and Disease Control Team, the UN Volunteer reports to and work together with the VDI responsible officer(s), in a close working relationship with relevant professional and administrative staff in WHO Viet Nam and WHO Regional Office for the Western Pacific to perform the following tasks: • assist VDI responsible officer(s) to support the Ministry of Health, National and Regional EPI in data management and monitoring progress of routine and COVID-19 vaccination programs. • assist VDI responsible officer(s) to support the Ministry of Health, related institutions in conducting COVID-19 vaccine effectiveness. • When needed, provide Vietnamese-English (and vice versa) translation support during meetings with Ministry of Health counterparts and partners; and translation of short documents related to VDI topics. • Perform other duties as requested/required by the WHO Vietnam office.

Results/expected outputs

As a WHO Vietnam Office’s team member together with the Technical Officers in charge, the encumberment is expected to provide proactive, efficient, timely, responsive, client-friendly, and high-quality support to WHO Viet Nam Office and beneficiaries through the accomplishment of her/his functions, including:

o Data on COVID-19 and routine vaccination coverage available for monitoring progress of vaccination programs to support for decision making and corrective o Support provided for COVID-19 vaccine effectiveness evaluation including protocol development, training for evaluators, data collection in the field, data entering and analysis, and report writing. o Data from vaccine preventable diseases surveillance collected, analyzed to serve for decision making and corrective action o Monthly update reports related to COVID-19 and routine vaccination, vaccine preventable diseases surveillance submitted to WHO regional office

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately USD 847.92 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
