The consultants will complement the Field Office EPI and Health teams to provide technical support on polio, SIAs, routine immunization activities, Covid-19 response and health emergencies to the state, regional and districts MoHs and NGOs implementing UNICEF supported activities.

How can you make a difference?

• Provide technical support for the implementation, monitoring and evaluation of National Deployment and Vaccination Plan (NDVP) for C-19, Somalia Emergency Action plan for Polio eradication, cMYP for routine immunization and other emergency preparedness plans for vaccine-response campaigns at state level in collaboration with other partners.

• Assess dry storage and cold chain capacity at all levels with regards to the campaign and routine vaccine characteristics and fill the identified supply and logistics gaps. This includes technical assistance in cold chain capacity assessment exercise, filling the cold chain sizing tool, and regularly updating it.

• Estimation the target populations that will be prioritized for access to vaccines, and forecasting the needs for all vaccines, safe injection equipment, as well as PPE where necessary.

• Map service points, identify and estimate the number of health workers and plan the supply of PPE to these workers.

• Provide technical support to the MOHs to chair and facilitate a Logistic Working Group (LWG) and its subcommittees at the Stet and Regional levels.

• Provide necessary data and support for the development of standard operating procedures (SOPs) or guidelines for the collection and disposal of medical waste in line with WHO recommendations

• Providing technical support for updating vaccine stock management tools and SOPs with regards to COVID-19 and other vaccine characteristics in line with WHO recommendations and facilitating their effective implementation with MOHs.

• Support MOHs to develop, implement and monitor activities in support of effective reverse logistics and medical waste management, as part of the plans.

• Support in the monitoring of UNICEF responses to the ne displacements, identifying gaps and opportunities for scale up in coordination with UNICEF partners and Program coordinator

• Support in monitoring of supplies in facilities visited (including health and nutrition supplies), where there is a regional supply hub, support in gap analysis for supplies

• Document any gaps in UNICEF programs in sites where regular monitoring is done (including in health facilities, schools and at community level/IDPs)

• Support with additional immunization and health related-related tasks and assignments that may be required.

• Make recommendations to the Program coordinator to address critical program gaps identified including quality and capacity development.

• Produce monthly consultancy reports reporting on the progress of the above.

To qualify as an advocate for every child you will have…

  • A first level university degree with a minimum of 2yrs in Social & Behavioral Sciences, Public Health or Health Education, Medicine, Journalism & Mass Communication or other relevant field.
  • Technical evaluations will emphasize on working with participatory communication, risk communications, planning design, development and implementation of SBC activities, social mobilization and community engagement activities, participatory research, monitoring impact evaluation, social listening, and knowledge in capacity development.
  • Fluency in Somali and good command of written and spoken English is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
