OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

Within CHP, the Vaccine Preventable Diseases and Immunization Programme (VPI) aims to reduce disease and death caused by vaccine-preventable diseases by:strengthening routine immunization programmes by achieving and maintaining high vaccination coverage with childhood vaccines; ensuring that all children, adolescents, adults, and women of childbearing age have equal access to safe and high-quality immunization services; ensuring that epidemiological surveillance, including laboratory networks, is sufficient to achieve and sustain disease elimination targets; supporting the implementation of an immunization week to promote immunization; and (v) fostering appropriate partnerships with governmental and intergovernmental agencies, nongovernmental organizations and other relevant partners.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS) at the country level, the incumbent will support the efforts related to the European Union (EU) Eastern Partnership (EaP) Vaccination Project in response to COVID-19 pandemic, through provision of technical assistance related to tailored COVID-19 vaccine communications activities. Under the overall guidance of the WHO Representative and the Regional Adviser Vaccine-preventable diseases and Immunization programme (VPI) and, in collaboration with the Technical Officer Immunization (National or International Professional, as the case may be) in the country office and,Technical Officers in VPI (Regional Office), especially, Communications officer and Technical Officer, demand and acceptance, the incumbent will:

Facilitate implementation of behavioural formative research aimed at understanding issues related to COVID-19 vaccination uptake.

Based on behavioural insights research / data (with data analysis support from the WHO Regional Office): support the National Immunization Programme, Ministry of Health and/or relevant ministries and governmental agencies in planning and developing interventions, communication activities and materials aimed at bolstering acceptance of and demand for COVID-19 vaccination in the country.

Spport in developing and implementing WHO communication materials and activities aimed at bolstering acceptance of and demand for COVID-19 vaccination in the country.

Monitor implementation of interventions to show impact of demand and acceptance activities, share lesson learned with other Member States, track in-country progressand communicate updates.

Produce, regular news stories and promotional material, on web and social media at regional level to raise the visibility of the EU's support, the EU-WHO partnership and project achievements

Contribute to country level communications and visibility reports as per project requirements.

Ensure that all communication activities and materials are correctly branded to ensure visibility of the WHO-EU EaP project.

Track and support external visibility of the project, and support development of materials/activities to promote project activities and outcomes.

Track project-related activities and materials; track traditional and social media coverage of the project; facilitate creation of and develop an archive of photo, video and promotional materials produced in relation to the project.

Maintain regular correspondence with national counterparts and the EU delegations

Participate in COVID-19 vaccine consultation meetings, and develop presentations

Facilitate in-country trainings for health care workers, media, spokesperson using existing training materials and with support as needed from VPI and risk communication and community engagement (RCCE) colleagues at the RegionalOffice.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in communications, political science, international relations, social sciences, humanities or marketing, psychology, or related field. Desirable: University degree (Master's level) in any of the above fields.

Experience

Essential: At least 2 years' experience in communication, preferably applied in a health context. Desirable: Experience developing/ implementing communications plans and materials, such as web stories, social media and audio-visuals. Relevant work experience with WHO or another international public health organization.

Skills

Knowledge of WHO guidance related to vaccination communication and demand generation. Strong analytical skills and ability to review and synthesize information from multiple sources; Excellent communication, facilitation and report-writing skills; Strong interpersonal skills, able to work across cultures and with the capacity to build strong working relationships; Knowledge of Office software applications. Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at AZN 66,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
