The purpose of the assignment is to:

1) Conduct 2 results-based budgeting for children trainings for selected government partners from Justice for Children (J4C) and Social Protection and Inclusion (SPI) programmes;

2) Conduct analysis of social sector budgets in 5 selected joint programme locations (Prijedor, Trebinje, Zenica, Livno and Brcko District)

Specific objectives:

  1. Increase knowledge and understanding of partners on results-based budgeting for children.

  2. Analyze and monitor budget allocations in social sector, and in particular in social and child protection, with focus on areas of direct concern to children and families, following a budget planning and execution cycle, with emphasis on adequacy, effectiveness, efficiency and equity in use of public resources for improving child outcomes.

  3. Increase knowledge of key stakeholders on budget issues that are linked to social and child protection results.

  4. Inform advocacy, through key messages for policy and financing changes, especially in the context of ongoing social and child protection reforms and service provision at local levels. The intended users and stakeholders of this analyses include relevant sector Ministries at entity and cantonal levels, Municipal authorities, Centers for Social Welfare, other social protection institutions and non-governmental service providers.

How can you make a difference?

Scope of Work:

Under the overall supervision of the UNICEF Social Protection Specialist and in a close consultation with the UNICEF Child

Protection Officer, the consultant will undertake the following assignments:

-The development of a training package to deliver results-based budgeting (RBB) for children to selected partners

-Delivery of RBB training for 3 SPI Municipalities (Jajce, Trebinje and Pale) and for J4C programme partners

-Conduct 5 Municipal/District Budget Analyses, with focus on social sectors, and specifically social and child protection

expenditure (adequacy, effectiveness, efficiency and equity in use of public resources) in line with 3-year budget planning cycle

-Prepare presentation with key findings and recommendations and Policy Brief and present at policy events

Duration of consultancy and modality of engagement:

This is a part-time, home based consultancy in period October 2021 to March 2022 with 75 working days.

To qualify as an advocate for every child you will have:

  • At least Master’s degree or its equivalent level in public finance, economics or related field;
  • Experience and knowledge of social and child protection sectors;
  • Previous experience in conducting results-based budgeting trainings and budget analyses in BiH is obligatory;
  • Proven knowledge of public finance statistics, management and budgeting process in BiH;
  • Familiarity with the child rights agenda and ability to embed the children’s agenda into PFM a distinct advantage;
  • Fluency in English and local languages is an essential requirement.
