UNICEF BiH is implementing with USAID funding a two-year programme on ‘Strengthening Social and Health Protection in Response to the COVID-19 Pandemic in Bosnia and Herzegovina’ (April 2021 - April 2023). The overall objective is to strengthen education, health and social protection systems in selected locations to adequately respond to COVID-19 and enhance overall recovery and resilience, with a focus on children, youth and families. The main focus of the Health component is the procurement of cold chain equipment, support with the establishment of digital immunization data collection and cold chain temperature monitoring as well as support for various risk communication activities relating to COVID-19 vaccination.

How can you make a difference?

The purpose of the consultancy is to provide technical support to UNICEF BiH and government partners with vaccine cold chain inventory, procurement, temperature monitoring systems and technical assessments of vaccine logistics and distribution in the entities of the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS) as well as District Brcko (DB).

Under the direct supervision of the UNICEF Health Specialist, the consultant will work closely with the Governments in both entities, FBiH and RS, and DB, as well as the Ministry of Civil Affairs (Department for Health) to conduct the following tasks:

• Support the government partners to develop the implementation plans and needs for cold chain, including centralized temperature monitoring systems, for COVID-19 vaccines and routine immunization programmes;

• Complete the USAID Environmental Review Checklist and Environmental Monitoring and Mitigation Plan for the procurement of cold chain equipment;

• Act as a liaison between the government partners and UNICEF Supply Division (SD) on all cold chain procurement aspects, including conducting and supporting the technical screenings required by UNICEF SD, equipment specification development, import procedures, documentation, safe disposal practices according to the international standards and any other aspects of procurement of the cold chain equipment and the arrival in the country;

• Support the government partners in identifying gaps and needs for capacity building of health staff on vaccine cold chain management, monitoring and maintenance at the entity and DB levels;

• Lead the installation of the equipment, supervising the laboratories conducting the mapping and certification of the equipment, monitoring of the use and identifying training needs in the cold chain;

• Lead the negotiation of the Effective Vaccine Management assessments in the entities and BD;

• Provide technical advice and support to the Immunization teams to strengthen routine immunization and COVID-19 supply chain as needed;

• Support the data collection and reporting on the indicators for the programme;

• Support the development of work plans as per the requirements of the programme;

• Other technical support relating to cold chain equipment and supply chain management as required and identified as a need by a partner or the UNICEF Health Specialist.

Duration: part-time, home-based, 2 days per week, 10 months (Sep 2021-June 2022)

To qualify as an advocate for every child you will have:

  • University degree in one of the following fields is required: public health/nutrition planning and management, MNCH, pediatric health, family health, health policy and/or management, epidemiology, engineering, or another relevant technical field
  • At least 5 years of experience in vaccine logistics, cold chain, supply chain
  • Knowledge of the latest development in the field of temperature monitoring systems and/or cold chain equipment management.
  • Experience in conducting health supply chain assessments, Effective Vaccine Management assessments would be an added value.
  • Fluency in English and Bosnian/Croatian/Serbian is required.
