Since 2011, the Middle East and North Africa (MENA) region has undergone a dramatic transformation. What was once a middle-income region, where UNICEF was implementing mostly upstream work, has now become the region with the greatest concentration of humanitarian needs in the world with two Level 3 emergencies (Yemen and Syria) and many countries that are facing protracted conflicts as well as civil unrest and/or political transition. The role of MENARO is to support all countries in the region in a more deliberate, consistent and value-added way, explicitly allocating the vast majority of programme and cross-cutting staff time and resources to country office technical assistance and quality assurance.

How can you make a difference?

The Programme Associate works in close collaboration with a range of staff in MENARO Nutrition section and other sections, external partners and agency counterparts in support of programme design and delivery. S/He provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track. Specific Roles and responsibilities are highlighted below:

  • Contributes to the preparation of reports, project documents and submissions to partners by providing information, preparing tables and drafting relatively routine sections. Prepares background information for use in discussions with partners, other organizations and country offices. Participates in the briefing and debriefing of the different projects.
  • Supports the programme section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
  • Facilitates the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it, where applicable.
  • Ensures the timely and accurate recording and administrative processing of partners & NGO’s proposals and requests for direct cash transfers (DCTs).
  • Helping conduct regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems.
  • Organizes data and information, prepares and maintains records, documents and control plans for the monitoring of project/program implementation including performance indicators to drive more efficient management and accountability for results.
  • Carries out transactions in VISION pertaining to grants and programme-related items for section ensuring compliance with UNICEF rules and regulations, and keeping supervisor informed and advised on actions for decision and/or follow up VISION transactions include but not limited to:

  • Rregister grant allotments, reflect workplans structure in VISION as required, track of programme grants, prepare periodic reports on expenditures, and provide regular monitoring of budget and financial expenditures

  • Summarizes information reflecting current obligation and future program and /or budgetary implications.
  • Prepare payment requests and contracts on VISION.

  • Into close follow up with Budget Unit to ensure accurate and timely registration of grants

  • Supports capacity development activities related to programme development by preparing training materials and participating in exercises.
  • Supports preparation and management of events and meetings as needed;
  • Support travel arrangements for staff in the section as per the guidance agreed by the Regional Office Management Team.

To qualify as an advocate for every child you will have…

  • Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • Experience: A minimum of six years of administrative or clerical work experience is required. Prior experience in programme support functions is an asset. Relevant experience in a UN system agency or organization is considered as an asset.
  • Languages: Fluency in English and Arabic is required.

UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
