How can you make a difference?

The KMS Lead reports to the Chief of Section for supervision. The KMS Lead leads the pillar of the Adolescent and Youth section responsible for evidence generation and dissemination, internal monitoring and evaluation, new business development, knowledge sharing and operations. The role will oversee and manage the work of junior team members and provide professional technical and operational assistance to the whole unit to ensure efficient management and sharing of knowledge, enabling better decision-making and program effectiveness. The KMS Lead is also responsible for overseeing and managing the development of fundraising proposals and operational aspects of the Adolescent and Youth programme, ensuring effective resource allocation and use, compliance with policies, regulations and programme agreements, and the smooth execution of planned interventions.

Specific responsibilities are highlighted below:

S****upport to new business, programme development and implementation through evidence generation and sharing

  • Develop and implement strategies for collecting and analyzing data to derive meaningful insights and trends and to conduct situation analyses and assessments of interventions, thus guiding UNICEF advocacy, policy influencing and development of strategies, frameworks and interventions to promote adolescent development and participation in the country.
  • Provide evidence-based guidance and recommendations to support priority and goal setting and the development/establishment of adolescent development and participation programme goals, objectives, strategies and results-based planning.
  • Oversee and manage evaluations and research studies on interventions or approaches, assessing outcomes and effectiveness against predefined metrics and identifying best practices and lessons learned to inform existing and future programming.
  • Conduct research, literature reviews and synthesis of existing evidence to inform best practices and innovative approaches.
  • Oversee staff training in qualitative and quantitative data collection methods, analysis tools and evidence-based practices to enhance organizational capacity in gathering and utilizing evidence.
  • Collaborate with external partners, research institutions and experts to leverage resources and networks and access additional evidence and expertise.

Manage and oversee monitoring and reporting on the delivery of results

  • Work closely and collaboratively with colleagues and partners to discuss adolescent development and participation operational and implementation issues; provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference to capture and institutionalize lessons learned.

  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess programmes/projects on adolescent development and participation and report on required action/interventions at the higher level of programme management.

  • Manage and oversee the monitoring and reporting on the use of adolescent development and participation programme and influencing resources (financial, administrative and other assets), verifying compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Conduct regular programme field visits, surveys and exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Oversee and manage the development of fundraising proposals for donors and UNICEF Headquarters.
  • Oversee and manage the preparation of regular/mandated relevant programme/project reports for management, donors, and partners to keep them informed of programme progress.

Technical and operational support to programme implementation

  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of international policies, strategies, processes and best practices on adolescent development and participation, gender-responsive programming, and related issues to support programme implementation, operations and delivery of results.
  • Develop and implement operational plans and tools aligned with programme objectives and activities, ensuring smooth and timely implementation, quick identification of challenges and course correction, and efficient resource utilization.
  • Oversee programme budgets, monitoring of expenditures and compliance with financial and organizational regulations and guidelines

Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on adolescent development and participation programmes.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support resource mobilization to ensure the adolescent development and participation programmes are adequately resourced and supported.

  • Participate in appropriate inter-agency meetings/events on programming to collaborate with inter-agency partners/colleagues on UNSCDF operational planning and preparation of adolescent development and participation programmes/projects and to integrate and harmonize UNICEF position and strategies with the UNSDCF development and planning process.

  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes

Innovation, knowledge management and capacity building

  • Design and implement knowledge management strategies and processes aligned with UNICEF’s goals and objectives and facilitating the sharing and use of knowledge on best practices and lessons learned.
  • Oversee the implementation and management of platforms or systems (such as intranets, databases, digital learning systems, learning series or other collaboration tools) to facilitate knowledge sharing among staff, and curate and maintain content repositories, ensuring accuracy, relevance and accessibility of information for UNICEF staff and partners.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.

  • Research on and implement best and cutting-edge practices for planning and development of knowledge products and systems.

  • Develop training sessions and provide support to staff and partners on the use of evidence and methodologies to support programmatic and advocacy activities.
  • Foster communities of practice or networks within UNICEF and with partners to encourage collaboration and exchange of best practice and knowledge.

To qualify as an advocate for every child you will have…

  • Education: An advanced university degree is required in internationals development, social sciences, evaluation, or another relevant technical field. A first-level university degree in a relevant field combined with 7 years of professional experience may be accepted in lieu of an advanced university degree.
  • Experience: A minimum of five years of demonstrated professional experience in working with adolescents and young people, research, learning and evidence creation, preferably within the context of international organizations or development agencies. out of which a minimum of three years of experience in fundraising and proposal writing, and two years of demonstrated experience working in program implementation and influencing and advocacy with both public and private sector actors. Relevant experience in a UN system agency or organization is considered as an asset. Developing country work experience and/or familiarity with emergency is considered an asset.
  • Languages: Fluency in English is required, including excellent writing and oral communication skills. Knowledge of Arabic is an asset.
