How can you make a difference?

The consultant under the leadership of Chief of Social Policy and Inclusion will provide UNICEF cross-sectoral support by engaging with the various sections as well as Ghana Statistical Service (GSS), National Development Planning Commission (NDPC) and other Child Rights monitoring institutions in the generation and use of child rights related data, information, and analysis. The Consultant will propose effective and possibly innovative approaches on reporting, dissemination and use of this analysis in a manner that is accessible and user friendly for all categories of partners and users from the national to the district level. The consultant will give technical support in strengthen national statistics and M&E systems to further enhance the data generation, sharing, use of data, interoperability of data systems with technical support to GSS and NDPC including deployment of the NaMEIS and secure its compliance as well as support CRC monitoring capacity building for M&E stakeholders through cooperation with key M&E networks.

Scope of Work:

The consultant will be supervised by the Chief, Social Policy. The consultant will work in close collaboration with CRM team and engages with sections (Education, Child Protection, Health and Nutrition, WASH and Social Protection). The consultant will provide technical support to the Chief, Social Policy and to the country office and the Government of Ghana in its work related to child right monitoring system strengthening, situation monitoring, data collection and analysis. The consultant will provide technical support on the following;

• Preparing the Multiple Indicator Cluster Survey closely with Ghana Statistical Service through giving technical support to the MICS Secretariat and supporting the Chief of Social Policy with partnership management and resource mobilization
• Lead the coordination and support the conceptualization of Conference of Child Specific SDGs -Situation of Children in Ghana
• Develop a Policy Note of Ghana’s Child Specific SDG report (part of global report).
• Support the follow-up of strengthening CRM systems, especially linkages to planning and budgeting and strengthening the GoG data quality and interoperability, support the development and strengthening of Government M&E frameworks for key national policies and plans, including capacity building to the Government.

The key areas of the consultant’s work in Child Rights Monitoring team is to provide:

• Technical Support to MICS Steering and Technical Committees as part of the secretariat.
• Support to GSS and UNICEF in revision of the modules from DHS and MICS jointly with the Steering and Technical Committees, to ensure that modules with high demands are prioritized and there is consistency in methodology across surveys
• Support Chief of SPI and senior management of UNICEF in MICS fundraising which is conducted extensively across the UN Country Team, Development Partners in sectors and International Financial Institutions, to enable adoption of multiple MICS modules
• Under the leadership of Chief of SPI, lead the coordination of Child Specific SDGS’s -Situation of Children in Ghana Conference, including support stakeholder engagement and conceptualization based on global SDG report.
• Strengthen national statistics and M&E systems to further enhance the data generation, sharing, use of data, interoperability of data systems with technical support to GSS and NDPC including deployment of the NaMEIS and secure its compliance
• Support CRC monitoring capacity building for M&E stakeholders through cooperation with key M&E networks.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s ) in Statistics, Economics, Social Sciences, or other relevant disciplines.
• A minimum of 5 years of relevant professional experience in statistics or in supporting national quantitative and qualitative representative surveys, evidence and including experience in developing countries.
• Prior experience with socioeconomic analysis, support in national surveys and research.
• Prior experience in strengthening national child rights monitoring institutions and systems
• Process management and experience in multisectoral coordination desirable.
• Demonstrated experience working with the government institutions.
• Fluency and high proficiency in verbal and written English is required.
• Experience working with UN/UNICEF desired
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
