How can you make a difference?

  1. Support to programme development and planning
  • In collaboration with the ECW program manager, support the different Divisions of the Ministry of Education, the Ministry of Social Action and the Ministry of Vocational Training, in charge of the implementation of key components of the MYRP, in the drafting of their implementation plans and the sound implementation of activities under their responsibility,
  • Assist the Divisions of the Ministries in the drafting of their requests for Direct Cash Transfers (DCTs) and undertake the quality control of the requests (narrative and budget) and verify that funding requests are made according to plans,

  • In close collaboration with the national gender officer, provide support to the partner NGO, the Consortium Humanity & Inclusion and APSELPA (l’Action pour la Protection de la Santé, de l'Environnement et de la Lutte contre la Pénurie Alimentaire), for the planning and implementation of psychosocial support to vulnerable children and the access to school for 1,100 children with disabilities

  • In close collaboration with the national gender officer, provide support to the partner NGO, the Consortium Jesuit Refugee Council the Fondazione ACRA, and the CELIAF (Cellule de Liaison et d'Information des Associations Féminines), for the planning and distribution of Menstrual Health Management kits to the benefit of 16.715 girls aged from 9 to 20 years old
  • Provide inputs to the quarterly reports of the NGOs, check and validate the NGOs budgets and narrative reports, to make sure the NGOs are implementing activities according to the PCAs and HACT procedures, and raise any issues to the management for quick problem solving
  • Actively monitor programmes/projects through undertaking quarterly programmatic field visits and frequent surveys to exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  1. Programme management, monitoring and delivery of results
  • In collaboration with the M&E, oversee the regular update of the MYRP database covering the list of the intervention sites, beneficiary schools and other stakeholders and for the tracking of key results such as teachers’ training, PTAs/MTAs, distribution of school Supplies, school feeding activities, and direct cash transfers,
  • In collaboration with the M&E, supervise the extension and implementation of Edutrack in the Lake and Logone Oriental regions and monitor data collection on a regular basis and update the MYRP’s database every quarter,
  • Prepare quarterly reports, and any other required donor submissions; prepare a consolidated annual financial report, including a cumulative life of programme report.
  • Draft regular human-interest stories to share with the Communication Section
  1. Technical and operational support to programme implementation
  • In collaboration with the programme manager, supervise the implementation of the output of the MYRP under the responsibility of WFP related to the setting up of school canteens for 20.000 children, direct cash transfers for 26.000 girls and boys and Income Generating Activities for 600 vulnerable households,
  • In collaboration with the programme manager, oversee the implication by the relevant Ministries involved in the Outcome 2 of the MYRP related the reintegration of out of school children in training centers or non-formal education,
  • In close coordination with the Construction Unit at Supply, oversee the call for tenders, the establishment of purchase orders and the construction work for the building of 115 additional water points and 50 blocks of three latrines in the Lake and Logone Oriental regions,
  • In close collaboration with the Education Officer in charge of early childhood activities, supervise the call for tenders, establishment of purchase order and the construction work to build five new preschool centers in the two regions as well as the payment of subsidies to preschool animators,
  • In collaboration with the PO of Zonal offices, purchase education materials for 126,000 children and oversee the distribution in the targeted schools in the Lake and Logone Oriental provinces,
  • Liaise closely with the Budget Unit to make sure that HACT procedures are fully complied with by partners, and for the certification of FACE documents, to authorize the release of funds to partners and monitor closely the DCTs to prevent them from exceeding 6-month deadline for liquidation.
  1. Networking and partnership building
  • Contribute to the organization and facilitation of the bi-yearly Steering Committee meeting of the MYRP as well as technical meetings with the Ministry of Education and partners to assess the progress in implementation, share information among partners and stakeholders, identify issues/ bottlenecks and propose mitigation measures,
  • Participate and/or represent UNICEF and the MYRP programme in the monthly Educations cluster, GLPE and UNHCR meetings and give updates on the advancement of the implementation of the MYRP,
  • Hold regular bilateral meetings with the people/institutions involved in implementation for monitoring and evaluation of interventions of the MYRP.
  1. Innovation, knowledge management and capacity building
  • Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects,
  • Contribute to the drafting of innovative projects proposals for the children in emergencies, specifically girls,
  • Keep abreast, research, benchmark, and implement best practices in education management. Assess, institutionalize and share best practices and knowledge learned.

To qualify as an advocate for every child you will have…

    • A minimum of two years of professional experience in the field of education, in programme planning, management, and/or research in education in a developing country is required.
    • Excellent organizational and analytical skills, with close attention to detail
    • Relevant experience in program/project monitoring and evaluation in an international organization is an asset.
    • Strong demonstrated experience in proposal and reports writing required. Proven ability to synthesize and powerfully convey messages and good knowledge and understanding of UNICEF programmatic work and principles will be an advantage
    • Solid experience in the usage of computers and office software programmes and experience in handling web-based management systems.
    • Background/familiarity with emergency situations would be an asset QUALIFICATIONS AND EXPERIENCE REQUIRED

    Education

    A university Degree in education, statistics, social sciences, economics, psychology or other related field is required.

    Language Proficiency

    Fluency in both French and English. Knowledge of the local Arabic would be an added advantage
