The Programme Budget Officer will be responsible for monitoring and allocating incoming funds to the appropriate programmes according to the planning and will support managing donor grants within Libya Country Office. Additionally, s/he will monitor fund utilization in accordance with donor conditions and timeframes, provide input to the relevant sections, including donor reporting, and support the development of reports for the Senior Management and the Country Management Team regarding key management indicators.

The incumbent analyses the programme budget proposals for completeness, correctness and conformity with the programme and budget guidelines; advises Programme chiefs and partners on the programme and budget processes, from planning to implementation and reporting, providing support for effective and efficient management of financial resources during the implementation of the budget.

How can you make a difference?

As part of the PME unit technical support to the Deputy Representative on the contribution management, the Programme Budget Officer will:

  • Support the Planning, Monitoring and Evaluation Specialist and the Deputy Representative in the overall planning, monitoring and management of Programme budgets and performance using key organizational tools such as VISION, Insight, eTools, and others as relevant.
  • Support annual budget planning and regularly monitor budgets and financial expenditures of sections, ensuring compliance with UNICEF rules and regulations, keeping office senior management and section chiefs informed and advised on actions for decision and/or follow up.
  • Assist the office management and Programme sections in allocation and reallocation of funds to maximize the efficiency of the office funds utilization.
  • Provide technical support in budget implementation to all sections, conduct regular review and reconciliation of grants and carry out the end-of-year adjustment and end-cycle adjustments, as required.
  • Coordinate with the Donor Relations Specialist and Programme sections on incoming funds, allocations, reallocations, rephase and funding extensions
  • Monitor commitments, expenditures, conditionality and deviations; ensure timely, accurate and appropriate grant information is provided on programme budget, allocations, commitments, expenditures and projections and ensure delays, errors and discrepancies are detected and corrected.
  • Coordinate responses to financial queries and enquiries from donors, Regional Office and Headquarters.
  • In collaboration with the Donor Relations Specialist and the Reports Officer, contribute to the preparation of reports, Programme documents and correspondence with donors/partners by providing information, preparing tables and drafting analytical sections related to budget and programme performance of the country office.
  • Prepare and analyze monitoring and reporting information on budget, and office scorecard performance indicators, including for the CMT and programme meetings, following up on actions to address areas requiring attention across the office to drive efficient management and accountability for results.
  • Help prepare periodic or ad-hoc financial and performance management reports relating to country office and donors, including preparation of necessary documentation for any eventual audit or verification mission.
  • Contribute to budget monitoring training of UNICEF staff members and implementing partners, as and when necessary.
  • Provide support and backstopping to the PME unit in researching, compiling, and analyzing qualitative and quantitative data to ensure quality and timely submission of donor, progress and any other reports requested by the Deputy Representative or the Representative's office.

To qualify as an advocate for every child you will have…

  • A University Degree in Accounting, Business administration, finance, or any other related field of discipline relevant to the job is required.
  • A minimum of one year of programme administration, accounting and programme monitoring work experience is required. Prior experience in programme management and finance functions is an asset.
  • Strong computer skills, including familiarity with UNICEF software tools, Excel spreadsheets and demonstrated capacity to produce reports using graphs and charts, are required.
  • Relevant experience in a UN system agency or organization is considered a strong asset.
  • Fluency in English and Arabic is required.
