The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

To strengthen DRC’s Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of

Protection Officer- Gender Based Violence Officer (1 Post)

Duty Station : Sittwe Office, Rakhine State

Reports to : Protection Team Leader- GBV Team Leader (Prevention)

Direct Reports : Not direct report but supervisor for Protection Assistants

Overall purpose of the role:

The Gender Based Violence Prevention Officer mentors and provides technical support to Gender Based Violence prevention assistants who manage Women and Girls Centers. The role entails oversight of empowerment, skill building and recreational activities that occur inside Women and Girls Centers and sensitization campaigns in the wider community.

Geographic scope: Area (Rakhine)

The Gender based violence (GBV) Prevention Officer works as part of DRC’s team Sittwe under the direct supervision of the GBV Prevention Team Leader and guidance and support of the GBV Manager. The role is based in Sittwe and shall conduct regular field visits to Sittwe and PaukTaw all camps. The position holder will require working with women and girls that had been internally displaced in camps.

Specific duties and responsibilities

GBV PREVENTION AND WOMEN EMPOWERMENT ACTIVITY OVERSIGHT:

  • Provide technical oversight to GBV prevention assistants to ensure the quality and continuity of activities offered in the Women and Girls Centers
  • Support center managers (GBV Prevention assistants) to select, mentor and train Women Facilitators to conduct recreational, psychoeducational sessions in the Women and Girls Center
  • Ensure that center managers (GBV Prevention Assistants) complete all administrative procedures to procure all equipment and supplies needed in the Women and Girls Centers in a timely manner
  • Oversee the roll out psychoeducational sessions on self-esteem, communication, self-care etc. for women and adolescent girls attending centers
  • Oversee the sound facilitation of sessions on effective communication, problem solving and other life skills
  • Facilitate trainings about gender equality and healthy relationships for male beneficiaries, women facilitators and outreach workers
  • Mentor GBV prevention assistants and Women Facilitators to lead support groups and psychoeducational sessions.
  • Design income generating activities including sewing training, kitchen garden, and soap making. Recruit teachers for cross cutting skills such as numeracy, literacy, basic computer skills and financial literacy
  • Oversee the fair selection of activity beneficiaries and lead the establishment of groups for each of the income generating activities

GBV AWARENESS ACTIVITY ROLL OUT:

  • Lead the roll out of awareness raising campaigns, focus group discussions (FGD) and other community engagement activities about violence and gender relations
  • Oversee the planning and roll out of awareness activities to commemorate days such as: Women’s Day, International Youth Day and 16 Days of Activism
  • Lead the roll out of GBV prevention curricula under the supervision of GBV prevention team leader and GBV specialist.
  • Oversee the recruitment Field based Women Facilitators

PROGRAM MANAGEMENT SUPPORT:

  • Compile and edit weekly and monthly reports submitted by GBV Prevention Assistants and submit them to the GBV Team Leader
  • Draft monthly reports about all GBV prevention activities which include a thorough analysis of progress against indicators and qualitative information about progress and challenges
  • Complete the indicator tracker for all Gender Based Violence prevention activities on a monthly basis
  • Oversee the Monitoring and Evaluation of activities conducted in the Women and Girls Center
  • Draft quarterly reports to be submitted to the donor

ADMINISTRATION:

  • Fill and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed
  • Oversee the documentation to process the payment of Field Level Case Workers incentives
  • Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources

Experience and technical competencies:

  • Minimum 2 years of practical experience in sector area working for an NGO or association
  • Demonstrated experience in working on women protection such as empowerment programs, reproductive health, counselling etc.
  • Previous experience in working with communities, running GBV prevention curricula, raising awareness and providing services in camp and village settings.
  • Commitment to achieve gender equality and end all forms of Gender Based Violence
  • Excellent interpersonal and communication skills.
  • Willingness to serve women affected by violence on the basis of need regardless of their ethnic background.
  • Demonstrated commitment to the elimination of racism and discrimination against ethnic minorities.
  • Knowledge about basic reproductive health.
  • Computer skills, including knowledge of Excel
  • Understanding of operational context in Rakhine State
  • University (BA/BSc) degree in relevant field is an asset or equivalent professional qualification
  • Advanced English proficiency
  • Fluency in Burmese and English. Additional local languages would be an asset

We Offer:

  • Starting date of employment: August 2022.
  • Contract length: DRC’s fixed term employment contract includes a probation period of 3 months. Renewables depend on both funding and performance.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
