In the subnational budgeting area, UNICEF's goal is for Children's rights to be prioritized in the sub-national budgeting to enable children to develop to their full potential. The support that UNICEF provides to achieve the goal is to enhance the capacity and commitment of local government in allocating the budget that prioritizes children. Quality Public Spending for children remains a significant challenge for Indonesia due to its decentralization system. The leading authority to provide services to the community lies with the local government. However, the capacities and commitments of local governments differ in managing their expenditures, so there are still disparities in services for the community, including children in various regions.
UNICEF works with line ministries and local governments to overcome those challenges. At the national level, UNICEF supports the line ministries in the regulation or policy assessment and advocacy related to child-focused in subnational budgeting. On the other hand, UNICEF supports the local government through capacity building and policy/program advocacy to include children as a priority in their budgeting process

Under the direct supervision of Social Policy Specialist, UNICEF Indonesia Country Office, the UN Volunteer as part of the team will undertake the following tasks:

Support a depth analysis within the context of updating and finalizing budget briefs in Aceh and Papua, and leverage the data and information from the budget tagging result.

Support and contribute to research, report, and presentations on other specific assigned topic

Assist the team in reviewing consultant/partner work

Support strategic collaboration with the government, other stakeholders and implementing partners at the local level in child-focused budgeting.

Support the team in liaising with relevant stakeholders and potential partners, including national and subnational government, business sectors, and CSOs

Assist the team in planning and facilitating activities (high-level discussion, conference, workshop, training, etc) at national and subnational level related to subnational planning and budgeting.

Assist the team in planning and budgeting process and prepares related documents/reports (pledging, work programme, programme budget, concept note, etc.).

Assist the team in program documentation and document management.

(minimum three months) in public policy and/or public finance.

Posses deep interest to work at the national and/or international level in the subnational level program or other relevant programmes; experience working with government is an asset, as is experience working in the UN or other international development organization;

Excellent understanding of fiscal decentralization and local budget management will be beneficial.

Accuracy and professionalism in document production and editing;

Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, power point etc.) and email/internet; familiarity with database management; and office technology equipment;

Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Have affinity with or interest in child-focused planning and budgeting, volunteerism as a mechanism for durable development, and the UN System.

Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded.

It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as stamina and commitment to make life comfortable and affordable.
