You have:

• Minimum of ten years in a relevant field of work, preferably with a focus on HVAC, district cooling and passive cooling in buildings.
• Excellent written and oral communications skills on energy, urban and environmental related topics.

• Thorough familiarity with project management best practices.
• Practical experience in policy analysis and design in India.

Result of Service

The result of services is to support India and Indian states and cities to accelerate public and private investments, enhance policy development and planning in order to expand sustainable cooling in India and protect urban populations from extreme heat. This will include urban cooling solutions such as: passive cooling in buildings, cool roofs and surfaces, urban greening and shading, and thermally efficient design and construction of buildings, super-efficient RACs, district cooling and extreme heat planning. Based on consultations with government, states, cities, PSUs, industry, private players and academia the consultant will provide extensive inputs on sustainable cooling and extreme heat technologies, best practices and policies to integrate into city and state-level implementation activities and national policy documents and planning guidelines. The consultant will provide critical capacity support to central government initiatives and help integrate action on sustainable cooling into central government's support to cities and urban policy frameworks.

Duties and Responsibilities

The consultant is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cities Unit of the Mitigation Branch, Climate Change Division, United Nations Environment Programme (UNEP). Specifically, a consultant is needed to coordinate and technically support UNEP in the implementation of the “India Urban Cooling Program” under the framework of the Cool Coalition. The Consultant will be under the Mitigation Branch of UNEP with significant liaison with UNEP Asia-Pacific Office. The Consultant will be based in New Delhi, India. The consultant will support the Mitigation Branch on technical advisory support, coordination and outreach. This will include providing technical inputs, training and support to policy dialogues on sustainable cooling and extreme heat action in cities, including development of following outputs: 1. Draft guidelines and support to central and state governments on ntegration of sustainable cooling and passive cooling into national and subnational implementation of building energy codes and building bye-laws. 2. Draft guidelines for integration of district cooling, passive cooling and extreme heat reduction into 2 masterplans and local area development plans and for integration into Urban and Regional Development Plans Formulation and Implementation (URDPFI) guidelines. 3. Urban cooling capacity building program strengthened and integrated into central government programmes and e-learning platforms 4. Urban Cooling Program design, governance, reporting and implementation 5. Organise Urban Cooling outreach and advocacy events to disseminate outputs and forge new national and global partnerships

Qualifications/special skills

A minimum of ten years in a relevant field of work, preferably with a focus on HVAC, district cooling and passive cooling in buildings. Excellent written and oral communications skills on energy, urban and environmental related topics and excellent mastery of Microsoft Office, particularly PowerPoint and Excel. Thorough familiarity with project management best practices. Practical experience is essential in policy analysis and design in India. Experience in working with ministries of Government of India, state and cities, public sector undertakings and international organisations is essential. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
