The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP DR Congo is seeking to fill a position of Vulnerability Assessment and Mapping and M&E Officer (VAM-M&E Officer), based in Bunia, DR Congo.

The Vulnerability Assessment and Mapping and Monitoring and Evaluation Officer (VAM/M&E Officer) will generate and/or contribute to the VAM evidence base that supports WFP food security and nutrition policies and programmes (needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency). He will also contribute to the development and implementation of monitoring, review and evaluation plans aligned to WFP DRC and corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing thematic/mid-term reviews and positioning WFP as a reliable partner for governments at local level to build monitoring and evaluation plans and strategies. If require, he may also contribute to the formulation of country monitoring and evaluation strategies, lead various initiatives and contribute to policy development.

The VAM-M&E Officer will report to the Head of Programme, with a technical link to the VAM/M&E unit in Country Office Kinshasa, and will head the VAM/M&E team of Bunia Office.

  1. Lead and/or participate in food security and vulnerability assessments as well as other joint assessments.
  2. Strengthen the operational capacity of WFP staff and partners to conduct food security and nutrition assessments and analysis at Sub-Office levels.
  3. Comply with WFP minimum monitorin standards, including design and roll-out of baseline, post-distribution monitoring and endline surveys.
  4. Lead the processing, analysis and reporting of M&E data for management and programme decision-making.
  5. Ensure all relevant data is quality checked and regularly inputted into COMET.
  6. Collect, analyse and interpret primary food security data to support emergency preparedness i.e. risk analysis, early warning and contingency planning, including in preparedness activities, organize and conduct emergency needs assessments and support operational planning.
  7. Generate useful information products which describe food insecurity and vulnerability in Ituri and which will inform decision making by WFP’s programme units,
  8. Oversee and approve the collation, drafting and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s humanitarian and operational reporting.
  9. Collaborate with counterparts and other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  10. Generate useful information products which describe food insecurity and vulnerability in Ituri and which will inform decision making by WFP’s programme units, as well as other country stakeholders including civil society organizations, bilateral donors and UN agencies.
  11. Manage a small team of VAM and M&E staff, providing coaching and guidance as required to ensure appropriate development and enable high performance.
  12. Provide technical support and guidance to the maintenance and analysis of project monitoring and evaluation systems designed to measure the performance of WFP projects in Ituri
  13. Contribute to the development of systems and tools that support effective operational information management, performance reporting and inter-agency information management in line with WFP and UN policies and practices.
  14. Oversee and approve data collection and the information collated from monitoring and local internal and external sources to facilitate and maximise the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
  15. Enhance the capacity of WFP staff, partners and governments to effectively assess food security needs, conduct of disaster management simulations, and manage operational information and

Strong knowledge of food security analysis and the data collection, treatment, and manipulation techniques typically associated with it. Proficiency in MS Office (Word, Excel, Access, Outlook, SPSS, STATA, Tableau, e-VIEWS, R etc) and GIS applications.  Working knowledge of basic statistics. Knowledge of research methods and monitoring and evaluation standards.
