Description of task

This assignment is a support role to UNISFA and may not entail humanitarian assignments involving direct work or interaction with beneficiaries. Under the direct supervision of the Chief Mission Support at UNISFA and the UNV Regional Portfolio Manager at UNV Regional Office, the UNV Support Officer will:

  • Administer UN Volunteers serving in UNISFA in accordance with UNV Conditions of Service and through prior authorization from the UNV Regional Office in Amman, including contracts (initial and extension), disbursement of entitlements upon, supporting UN volunteer check-outs, medical evacuations, administrative matters related to volunteer deaths, among others.
  • Coordinate processing of performance appraisal reports and any other official correspondence such as letters, faxes and inter-office-memorandums on behalf of the UNV Programme Manager or UNV Regional Portfolio Manager.
  • Provide support to Chief Mission Support or UNV Regional Portfolio Manager in the management and coordination of all UN Volunteers based in the Mission, including conflict resolution related to personal and work-related problems of volunteers; planning and allocation of team resources in accordance with the mission mandate.
  • Advise UN Volunteers on all administrative matters and seek efficient and creative solutions to resolve administrative issues.
  • Provide support for the maintenance/update of the UNV Database for appropriate control of personnel, finance and budget records, processing of terminations/resignations and arranging repatriation for Volunteers upon completion of assignments.
  • Work closely with colleagues in the Volunteer Service Center (VSC) in Bonn to facilitate processing of UNV entitlements.
  • Collaborate with and provide relevant information to the Mission Khartoum Liaison Officer (KLO) though the office of the Chief Mission Support (CMS) on travel-related issues for new UN Volunteer arrivals, such as visa arrangements, security clearance, reception arrangements and residence permits.
  • In close cooperation with the Chief Mission Support and the UNV Regional Portfolio Manager and UNISFA management, track, plan, and implement recruitment strategies to assure timely provision of appropriately skilled and suitable UN volunteers in UNISFA.
  • Careful and accurate tracking of UNV leave on Field Support Suite (FSS) in accordance with UNV and Mission leave/attendance rules and policies
  • Collaborate and support Volunteers on arrival arrangements in Entebbe,Abyei and Gok Machar for new UN Volunteers, ensure they receive appropriate administrative and financial briefing, general orientation in the Mission and all organizational matters related to the check-in such as initial contract, confirmation of Cigna insurance and beneficiaries in cooperation with UNV HQ (in Bonn) to final handover to their respective Sections.
  • Serve in UNISFA Sector locations, with special focus on security and volunteer welfare, as requested.
  • Plan and participate in regular monitoring missions to UN volunteer duty stations in UNISFA areas and team sites.
  • Monitor and guide all UNV check-outs and liaise with UNV VSC and Finance colleagues in processing final payments, including resettlement allowance, travel allowance, pending VLA and accrued annual leave.
  • Work with required management platforms in UNISFA, including UMOJA and FSS, to support administration and management of UN Volunteers.
  • Contribute to activities associated with promotion of volunteerism, including establishing opportunities for community outreach, production of written publications, visibility materials and International Volunteer Day activities.
  • Support capacity development plans and activities related to UN volunteers and UNV Field Office staff.
  • Track, monitor, and advise on security incidents, risks and threats affecting UN volunteers in UNISFA.
  • Supervise local staff within the team, as requested, and monitor their assigned tasks.
  • Provide general support and counsel to UN Volunteers serving in UNISFA.
  • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.
  • Undertake any other relevant assignments as defined by the direct supervisor.

Educational additional comments

University degree in Public Administration; Business Administration; Human Resource Management; Psychology, Education or other relevant disciplines; a master’s degree in similar areas of specialization will be an advantage.

Experience remark

At least 3 years of relevant experience working in general human resource recruitment, management and administration, volunteer recruitment management, or general administration.

Computer skills: knowledge of MS applications such as MS word, excel and powerpoint is desirable.
