The Global Maritime Crime Programme (GMCP) of the United Nations Office on Drugs and Crime (UNODC) was established in 2010 as the Counter Piracy Programme (CPP), in response to United Nations Security Council resolutions calling for a concerted international response to address piracy off the Horn of Africa. Since then, its mission and mandate have expanded both thematically and geographically, covering a much wider spectrum of maritime crimes within six ocean spaces globally. With its headquarters located in Colombo, Sri Lanka, the Programme is committed to supporting Member States through its mandate to develop cooperation both at a regional and international level and build law enforcement capacity among Member States to counter serious organized crime within the maritime domain.

Under its Indian Ocean East portfolio, the Programme is providing technical assistance to maritime law enforcement authorities and criminal justice actors in Bangladesh, the Maldives and Sri Lanka. Within this context, the United Nations Office on Drugs and Crime (UNODC) is looking for a National Youth UN Volunteer – Project Support Associate to be based in Bangladesh under the guidance and direct supervision of the GMCP Associate Programme Officer, to provide administrative and implementation support to the project activities on the ground.

Under the direct supervision of the UNODC GMCP Programme Officer, the National Youth UN Volunteer will undertake the following tasks:

Provide implementation support to the project: • Assist the GMCP Associate Programme Officer and GMCP Indian Ocean East team in effective liaison and communications, ensuring flow of information to internal and ex-ternal stakeholders through coordination, preparation and circulation of regular up-dates, newsletters, reports, briefs and other written outputs to ensure visibility of the Programme, in line with any donor visibility requirements; • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, speeches, position papers, analytical notes, sections of reports and studies, inputs to publications, etc., relating to maritime crime issues, in collaboration with the substantive team; • Support the conduct of research and collation of information on maritime crime and its impact in Bangladesh and/or the Indian Ocean, as required; • Provide logistical and administrative support to the GMCP Associate Programme Of-ficer in Bangladesh with regard to consultative and other meetings, workshops, con-ferences, training sessions, missions, etc., including preparing background documents and presentations, drafting meeting minutes, etc.; • Provide coordination support in securing nominations for UNODC events, communi-cating with nominated participants, following up on any queries, organizing and coor-dinating filing and maintaining of mailing lists; • Translate correspondence and project-related documents, reports and other written outputs, if relevant and necessary to inform or continue project implementation; • Assist the GMCP Associate Programme Officer with administrative processes related to the procurement of equipment and services and recruitment of experts, including support on the preparation of terms of reference, monitoring and follow-up on related payment requests, along with GMCP Admin and Finance Associate in Bangladesh, in line with UN financial rules and regulations; • Perform any other duties as required/assigned.

Results/Expected Outputs: • Provision of well researched and sound analysis of issues and developments affecting programme/project development, administration and implementation, etc.; • Provision of thorough, well-reasoned written contributions; • Effective and timely liaison and interactions with colleagues and concerned parties in-ternally and externally; • Provision of substantive and administrative support to activities implemented under the programme, especially as these relate to maritime crime, including procurement, hu-man resources processes, and travel in line with UN financial rules and regulations; • Effective communication ensuring high visibility of the Programme.

the field of law, international law, international maritime law or international relations is required; • Experience in the conduct of research on maritime crime and related national and in-ternational legislation is desirable; • Interest in maritime affairs and security is highly desirable; • Experience in the management and implementation of project activities is desirable; • Experience in liaison with government counterparts is desirable; • Experience in communication and visibility activities is desirable; • Experience in organizing events is desirable; • Experience in volunteerism is desirable.

Dhaka is located in central Bangladesh along the Buriganga River. Not only is it the capital city, but it is also the largest in the country. It is the centre of political, cultural, and economic life in Bangladesh. The official language is Bengali, while English is the working language of UN Agencies. In recent decades, Dhaka has seen the modernization of services, communications, and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest-growing cities in the world. Good English-speaking medical, dental services, and educational centres are available for internationals. Dhaka is connected to other cities by rail, road, and by air and internationals can move easily from one city to another.

Dhaka has venerable green spaces, including many gardens and parks, historical places, and nice restaurants. The weather is tropical - hot and very humid during the summer monsoon season (April-September) and drier and cooler in the winter (October-March).

Historically, Bangladesh has been a safe country for internationals so far. While Dhaka is not categorized as a hardship station, the volunteer should be prepared for limitations in freedom of movement on foot, by public transport, and to certain locations.
