Description of task

Within the delegated authority and under the supervision of the Programme Specialist PRECC and the Project Manager Global Fund or his/her designated mandated representative(s), the UNV Project Assistant will:

  • Support the coordination of stakeholder consultations/working groups to ensure the relevant stakeholders and decision-makers are kept up-to-date about the programme development and seek their inputs;
  • Organize project proposal validation workshop/s before submission of the proposal to the GCF;
  • Liaise with the National Designated Authority and the Ministry of Finance and Economic development on their involvement, update and issuance of mandatory GCF documents like the Letter of No Objection and the Letter of Co-financing;
  • Familiarize with the GCF country programme to make sure the project remains relevant and contributing to national priorities and identifying synergizes with currently ongoing GCF projects and other relevant programmes;
  • Support the UNDP global and country team in the formulation of the GCF programme concept note in line with UNDP guidance. UNDP will mobilize a team to support the preparation of the concept note package;
  • The project assistant will support the UNDP Global and Country teams including Global Technical Advisor on Energy and Finance, Technical Specialist for Climate Change, (international) Technical Expert for Solar for Health Energy Programme Formulation, Gender Specialist, Environmental and Social Safeguards Specialist, Financial and Economic Modeling Specialist, and other consultants and UNDP staff members to ensure different elements of the programme design are reflected in the concept note;
  • Gather information and data required and respond to any queries that may arise from the GCF during the proposal review process;
  • Participate in the virtual calls with the UNDP Global and Country Office teams and taking minutes.

Educational additional comments

Areas of education / specialization in at least one of the following areas: Conservation, Biodiversity, Natural Resources Management, Wildlife, Forestry, Climate Change, Renewable energy, Development Studies and International Relations and Environmental Science.

Experience remark

  • At least 3 years of professional work experience at the national and/or international level in Innovative Energy solutions for health, Renewable Energy, Environmental Sciences, Fundraising, Climate Finance or other relevant programmes; experience with the Green Climate Fund process is an asset, as is experience working in the UN or other international development organization;
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
