Description of task

Within the delegated authority and under the direct supervision of UNV Country Coordinator with close coordination with the Convenor of the NTWC, pertinent UNDP policy support team, the UNV Policy Support Specialist will:

  • Draft the national volunteer policy paper through incorporating the findings of the consultations and in-depth research,desk review, analysis, assessment of country needs and information gathering on scope and scale of volunteering as per the local needs and aligning with the Government priority
  • Conduct review and assessment of National Institutional, Policy, Legal frameworks for promoting of volunteerism and for proper design of the policy framework and prepare analysis paper summarizing the findings;
  • Scan, track, and analyze key developments and trends within the country specially within the volunteerism communities for relevance to volunteerism policies, practices, and learning;
  • Incorporate the issues on volunteerism for peace and development based on a review of ongoing and emerging volunteer programming needs from national and international perspectives
  • Coordinate with the several stakeholders to arrange the meetings, get necessary inputs on the policy drafts for inputs
  • Validation workshop with key stakeholder groups
  • Coordinate the development of knowledge products, communication tools to ensure effective dissemination of knowledge about the policy to internal and external stakeholders, including the Government mechanism
  • Develop an implementation strategy and action plan for the policy with a measurement framework/s that would allow NTWC, stakeholders and the governments to report on progress and required resources on the policy towards development support for the Government
  • Coordinate with the NTWC and Government machineries to set up a National Streeting Committee and other institutional arrangements along with a Volunteer Cell within the LGRDC ministry, and draft Terms of Reference for operationalizing the the Committee

  • Articulate policy positioning of UNV on volunteerism and sustainable development in UNV, UN and other development fora;

  • Articulate policy recommendations and measures on increasing more UN Volunteers within the UN-Govt led projects/programmes for promoting volunteerism in the country and enhancing employability of the young professionals
  • Contribute to various policy papers and reports on volunteerism for peace and development as well as to internal and external publications on the policy support/advocacy; provide inputs to UN agency/Govt reports, good development practice guidance notes, draft features for academic publications and media publications on policy issues;
  • Provide necessary support to the UNV Country Coordinator, NTWC, LGD for policy support works and advocacy interventions
  • Attend in conferences, workshops or meetings to highlight the importance of volunteer infrastructure, to integrate in Govt mechanism

  • Review the national polices and other Govt policies on volunteerism for proper reflection of the needs into the national volunteer policy

  • Analyze and support to integrate volunteerism into the diffident Govt policies and support UNV Office on continued advocacy for integration of volunteerism into strategic documents
  • Organize and attend various workshops, webinars with Govt offices and partners at sub-national and national level on volunteering issues
  • Track and support to the development and implementation process for effective policy interventions

  • Develop and plan budgets, sourcing funds with various Govt agencies and partners on policy implementations

  • Provide day-to-day support to NTWC, LGD and UNV Country Coordinator on policy matters and volunteering issues
  • Any other related tasks as may be required or assigned by the supervisor and NTWC

Educational additional comments

  • Master’s degree in social sciences, political science, public or business administration, or related fields.

Experience remark

  • 6 years of relevant experience in research, policy development, policy advocacy, Govt liaison, programme management preferably in national and international organizations;
  • Experience in drafting policy papers, content development for national and international organizations
  • Previous experience with partnership building, coordination with the various stakeholders and civil society is highly desirable;
  • Experience in working with Govt mechanism and local government bodies is desirable
  • Experience in managing volunteer programmes and/or in a development context, involving volunteers is required.
  • Demonstrates commitment to UN’s mission, vision and values;
  • Demonstrates sound judgment, diplomacy and sensitivity to confidential matters;
  • Previous assignment in a similar position would be desirable;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels;
