Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the Centre of its efforts, UN Women is mandated to lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming are translated into action.
In line with the Tanzania’s national priorities, UN Women’s Strategic Note (2023-2027) lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women by strengthening women’s leadership and participation in political and governance systems, gender statistics, implementation of global gender norms and standards, ending violence against women and girls, advancing the Women Peace and Security Agenda and promoting women’s economic empowerment.
In the United Republic of Tanzania (URT), the government has demonstrated strong political leadership and commitment to advance gender equality and women’s empowerment.
The URT has translated constitutional commitments for gender equality into diverse laws, policies, and plans to ensure gender equality, gender mainstreaming in key sectors, the protection of women and children from all forms of violence, the increased participation of women in decision-making structures, as well as their continued economic empowerment. In addition to its Vision 2025 (under review), its Five-Year Development Plan, the Gender Policy for Tanzania Mainland, and the Zanzibar Gender policy of 2016 (under review), the URT has also been developing three key national action plans or policies to continue advancing GEWE, including the Tanzania Generation Equality Programme (TGEP 2021/22 – 2025/6), the National Plans of Action on Ending Violence against Women and Children (NPA-VAWC) (second NPA VAWC for mainland and Zanzibar, respectively, under finalization), and its first National action Plan (TNAP) on United Security Council Resolution 1325 (UNSCR 1325) pending approval.
As per its international mandate and under its Governance, Women Peace and Security Programme, the UN Women Tanzania Country Office provide technical and financial support to the URT on localizing global norms and implementing Agenda 2030, CSW, Beijing and GEF initiatives at the national and local levels, as well as supports the development of national development policies on gender equality and women's empowerment, including for gender-responsive economic development, poverty reduction, the elimination of violence against women and girls and financing for GEWE, and advancing Women Peace and Security.
Under the direct supervision of the Senior Advisor Policy and Strategic Planning, the UN Volunteer will undertake the following tasks:
Programme Development and Management (60%) •Support internal joint programmes and joint initiatives implementation, coordination, monitoring and reporting with a focus on strengthening national gender equality and women’s empowerment mechanisms, including for the Tanzania Generation Equality Programme or the TNAP on WPS, etc. •Contribute to the development of programme documents on Governance and Women Peace and Security, including proposals drafting and implementation. •Support contextualizing/ localizing programme documents, country strategies, and knowledge products. •Contribute to monitoring and reporting for Governance and Women Peace and Security programme, including on joint-programmes/initiatives, in collaboration with programme teams. •Provide inputs into quarterly reports, donor reports and other reports on outputs, results outputs and outcomes. •Monitor budget implementation and programme activity expenditures and perform budget revisions when required. •Contribute to effective collaboration and strategic partnerships for the advancement of Governance and Women Peace and Security Programmes, including for joint-programmes and resource mobilization. •Contribute to the provision of substantive technical and policy support to national partners and implementing partners in implementing of global norms and standards on GEWE and Human Rights, leaving no one behind, including on gender mainstreaming and GEWE coordination. •Contribute to the development and implementation of capacity building initiatives, including to GEWE coordination mechanisms in Tanzania.
•Provide technical support to implementing partners on implementation and monitoring of Governance, Women Peace and Security programmes and joint initiatives.Policy Analysis/Research (10%) •Supports policy analysis and research and identifies entry points for strengthening UN Women’s programming in the areas of women’s economic empowerment, normative coordination and Women, Peace and Security. •Support development of analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on Governance, Women Peace and Security.
Advocacy support and facilitation of knowledge building and management (30%) •Provide inputs to resource mobilization strategies, analyze and maintain information and databases. •Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products.
•Provide inputs to the development of knowledge management products on Governance, Women Peace and Security. •Identify promising practices, technical expertise, and strategic opportunities for Governance, Women Peace and Security and produce knowledge products.
Furthermore, UN Volunteers are required to: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. •Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The City of Dar es Salaam is located between Latitudes 6.36 degrees and 7.0 degrees to the South of Equator and Longitudes 39.0 and 33.33 to the East of Greenwich. It is bounded by the Indian Ocean on the East and by the Coast Region on the other sides. The city experiences a modified type of equatorial climate. It is normally hot and humid throughout the year with an average temperature of 29ºC. The hottest season is from October to March during which temperatures may be up to 35ºC. It is relatively cool between May and August with temperature around 25ºC. There are two main rain seasons: a short rain season from October to December and a long rain season between March and May. The average rainfall is 1000mm (lowest 800mm and highest 1300 mm). The city is divided into three ecological zones, namely the upland zone, the middle plateau, and the lowlands. The main natural vegetation includes coastal shrubs, Miombo woodland, coastal swamps and mangrove trees. Tanzania is a unique country, it provides for an interesting and enriching environment but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
