UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, hu-man rights, humanitarian action and peace and security.

Reporting to the Deputy Country Representative, the Monitoring & Evaluation Specialist, Mali assists the Country Office colleagues in incorporating monitoring, evaluation and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Within the delegated authority and under the supervision of the Deputy Country Representative or his/her designated mandated representative(s), the UN Volunteer Monitoring and Evaluation Specialist will undertake the following tasks:

  1. Provide guidance to the Country Office in incorporating monitoring and reporting into programme formulation • Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria; • Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated to programme formulation; • Coordinate annual work plan monitoring, reviews and reporting; • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan; • Provide strategic guidance to partners and CO in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys; • Provide advice to country offices in the clearance of donor agreements and Programme Cooperation Agreements; • Ensure sufficient funds for monitoring, evaluation and reporting at country/ regional level.

  2. Provide technical guidance to the Country Office and oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan • Ensure data collection and analysis from field visits are coordinated and standardized across programmes; • Monitor data from partners on a quarterly basis and draft regular management briefs to in-form decision making; • Visit partners to support monitoring of results and planning processes; • Lead the review of financial reports based on contractual obligation; • Monitor the spending of donor funds and other programme expenditures and disbursements; • Develop and monitor the CO Monitoring, Evaluation, and Research Plan.

  3. Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences • Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process; • Finalize donor and programme reports (both narrative and financial); • Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting; • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; • Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

  4. Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy • Provide technical support to the implementation of UN Women’s Evaluation plan at the country level; • Provide guidance to CO programme staff on evaluations; • Ensure communication between the CO and RO regarding Evaluations; • Represent the country offices in monitoring and evaluation working groups in the context of United Nations Development Assistance Framework (UNDAF).

  5. Contribute to knowledge building and capacity building • Identify and disseminate good practices, lessons and knowledge; as identified through pro-gramme implementation, monitoring and evaluation activities; • Develop capacity development tools, including training materials and packages; • Manage capacity building opportunities of staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E); • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.

    Results/expected outputs:

• As an active UN Women team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN Women and its beneficiaries in the accomplishment of her/his functions, including: o Baseline survey instruments developed; o Data collection instruments streamlined and demonstrated transfer of skills to UN Women staff; o Reports related to monitoring visits generated and processed; o Overall coordination between UN Women and other UN agencies strengthened; o Good quality reports and working documents produced to inform decision-taking by UN Women management and programmes; o Capacities of national personnel and counterparts strengthened; o Quality knowledge management tools made available

• Provide a final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participat-ed in and capacities developed.

UN Women has a zero-tolerance policy on sexual exploitation and abuse, and on any kind of harass-ment, including sexual harassment, and discrimination. All selected candidates will, therefore, undergo rigorous reference and background checks.

Mali is a non-family duty station. Living conditions of Bamako are acceptable, but security instructions need to be strictly complied with. Adequate housing is available for rent at US$ 500-1500 per month. The national currency is the Franc CFA (November 2021 exchange rate was 1 US$ = 572.08 FCFA). Visa credit cards are accepted in some hotels and larger shops. Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication. Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff, including UN Volunteers, in the course of their assignments in Mali. Appropriate measures are in place to mitigate the current security risk for UN personnel in the country. All UN Volunteers, like all UN personnel, undergo a security briefing and the 3 day mandatory training “Safe and Secure Approaches in Field Environments” (SSAFE) upon arrival, where practical guidance and recommendations are provided regarding security threats in Mali. An additional security briefing is provided upon arrival to the final duty station. For the sake of rewarding experience, UN volunteers in Mali carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.
