Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Head of Supply Chain in Bujumbura, the UN Volunteer will undertake the following tasks:

  • Maintain the best practices for an efficient operation of the Fleet Systems Information & Administration Section in order to maximise the fleet standard KPIs (Key Performance Indicators);
  • Manage the existing Global Positioning System (GPS) and fleet management system (FMS), called FleetWave;
  • Facilitate smooth implementation of FleetWave and EMSVIEWPOINT web-applications including conducting gap-analysis of both systems for further development;
  • Produce regular reports on the fleet overall finance & budgetary indicators and manage invoicing of the third parties service provisions;
  • Ensure that effective FleetWave cost capturing and controlling mechanisms are in place and constantly monitored and adjusted in accordance to operational requirements;
  • Provide analysis to assist the Head of Unit to monitor and evaluate the performance indicators of the trucks/ trailers, aiming to achieve the maximum utilization;
  • Maintain reports on tracking of contracted commercial fleet transporters, to establish and manage close relations with the transporters designated focal points on the fleets trucks position, utilization and availability;
  • Manage GPS and FleetWave data analysis on the vehicle routing & scheduling for timely deliveries of both WFP food and non-food commodities;
  • Manage FleetWave reports on the reporting and monitoring of vehicle scheduled maintenance & repairs, overhaul, reconditioning, modifications, supply-chain/ material management in a most cost efficient manner;
  • Ensure overall management of GPS devices installation and configuration, daily inventorying and troubleshooting, contracted GPS user accounts, vehicle tracking and tracing, mapping waypoints and routes, geo-fencing and vehicles electronic logbooks;
  • Provide daily, quarterly and annual reports from the GPS and Fleet Wave database;
  • Manage the financial billing of both internal and external clients as well as to draft the fleet Service Level Agreements (SLAs);
  • Continuously collect and collate valuable data relating to improvements required for standardisation and development of fleet management and communicate results to other staff in the Logistic-Fleet Section;
  • Facilitate and assist in regular and random spare-parts stock inventory checks and ensure that all stock records are accurate in accordance to auditing practices;
  • Work closely with the Administration Unit to provide frontline support for FMS augmentation and implementation for both light vehicles and generators;
  • Direct and support an infrastructure that enables all staff within the Logistic-Fleet section to be adequately trained in the GPS and FleetWave systems to carry out their duties in the most efficient manner;
  • Share knowledge and experience to build capacity among the FleetWave Data Administrator/Analysts and all fleet staff members on fleet operations and the use of the fleet system applications;
  • Manage capacity building projects for the contracted commercial transporters on the best industry standards in fleet management and trucks global positioning systems;

  • Manage fuel service provision following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries

  • Create a cost-effective matrix concerning the management of the fuel service provision
  • Ensure and follow the contracting of the external partners in need of fuel
  • Implement security measures for the maintenance of the fuel at the warehouses
  • Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs) to create bi-weekly reports concerning the utilization of the fuel
  • Organize meetings with partners in need of fuel service
  • Participate to the meetings of the Logistics Working Group
  • Contribute to supply chain by providing technical support and guidance to other CO unit/services, divisions, particularly for emergency response
  • Any other business as required

Furthermore, UN Volunteers are encouraged to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;
  • Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Required experience:

48 Months

Experience remark:

  • At least four (4) years in operation of the Fleet Systems Information and Global Positioning System (GPS) and fleet management system (FMS)
  • Experience in WFP logistics activities, evaluating and selecting service providers and third parties
  • Experience in commercial or humanitarian transportation sectors.
  • Experience monitoring and reporting on transport and freight market conditions and trends.
  • Experience in dealing with shipments and clearing imports/exports with customs officials
  • Experience coordinating procurement and transportation processes with other units/teams.
  • Experience in warehouse and commodity management.
  • Experience working with corporate systems (databases, software).
  • Languages: Fluency in French and good knowledge of English.

    Other Desirable Skills:

  • IT skills (training and/or experience using MS Word, MS Excel, MS PowerPoint and other software), experience of logistics and supply chain management systems;
  • Excellent knowledge of commodity management practices;
  • Ability to execute tasks quickly and with minimum of supervision; to supervise and train national support staff; and to work effectively with people of different national and cultural backgrounds;
  • Ability to work with accuracy under time constraints and pressure; to deal patiently and tactfully with staff members and others and to have a high sense of confidentiality, initiative and good judgment;
  • Good administrative and supervisory skills; ability to plan and organize work and to train and motivate national support and administrative staff;
  • Sound judgment; ability to extract, interpret, analyze and format data and to resolve operational problems.
