Eligibility criteria
Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task
**The duty station of this position is Ciudad Juarez, Chihuahua**
Within the delegated authority and under the supervision of Child Protection Chief or her designated mandated representative(s), the UN Volunteer Child Protection in Emergencies Specialist will:
- Constantly monitor the situation of children and adolescents on the move particularly those unaccompanied, in Chihuahua, as needed, identifying trends and anticipating possible emergency scenarios.
- Guide and implement UNICEF's response to address the protection needs of the migrant population within MPP programme and the migrant, displaced, asylum seeking and refugee population in general in Chihuahua.
- Provide guidance to the UNICEF protection team for an effective implementation of the humanitarian and migration response, ensuring coherence of interventions, as well as supervision and monitoring.
- In coordination with the Protection team, design the mid-term support strategy at the northern border, focusing on capacity building, the implementation of the Core Commitments for Children in Humanitarian Action, and implementation of the Alternative Care Model.
- Promote, attend meetings and maintain close coordination with authorities, members of civil society, with other UN agencies (IOM and UNHCR), identifying needs, adapting the response strategically and ensuring good collaboration.
- Ensure the implementation of the Core Commitments for Children (CCC) in Chihuahua, within UNICEF’s work as well as within the Government and Civil Society.
- Guide authorities with the implementation of international child protection standards for the protection of children on the move
- Accelerate the implementation of solutions for care for children on the move by identifying new opportunities and partnerships and ensuring capacity building.
- Ensure the capacity-building of UNICEF and partners within CPiE.
- Assist in the planning, coordination, implementation, monitoring and evaluation of activities related to children on the move in Ciudad Juárez, Chihuahua.
- Supervise and monitor the activities and projects for children on the move of UNICEF’s implementing partners.
- Participate in training activities organized for relevant actors and provide logistical and substantive support as requested.
- Prepare briefings/reports on the status of UNICEF response in the field.
- Maintain regular communication with the Protection team at country level to ensure strategic guidance.
- Any other activities as required or assigned by the supervisor or her designated representative.
Qualifications/Requirements
Required degree level:
Master degree or equivalent
Education - Additional Comments:
Advanced higher degree (Master’s or equivalent) in Law, Migration Studies, Human Rights, Gender Studies, International Protection or areas related to Child Protection.

Language skills:
- Spanish(Mandatory), Level - Fluent
- English(Mandatory), Level - Fluent
Area of expertise:
Protection of refugees, asylum seekers and IDPs, Social work
Area of expertise details:
- At least 5 years of professional work experience at the national and/or international level in Child protection and migration or other relevant programmes;
- Experience with humanitarian emergencies is an asset, as is experience working in the UN or other international development organization;
- Knowledge in alternative care model is an asset.

- Have affinity with or interest in human rights, volunteerism as a mechanism for durable development, and the UN System.
