Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the guidance and direct supervision of the Deputy Resident Representative (DRR), the UNV Gender Specialist advises Senior Management on gender policies and trends and relevant linkages to UNDP programmes. The UNV Gender Specialist provides analysis for formulation of strategies and briefings to Senior Management. This includes working with Programme Team Leaders to implement the UNDP Pacific Office Gender Equality Strategy, ensuring that gender becomes a cross-cutting consideration in all programme activities, and exploring the viability of gender budgeting in the programme country. The UNV Gender Specialist will also work with Operations Team Leaders to ensure gender-sensitive recruitment and procurement processes.

  1. Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results:
  • Design and formulate some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  • Apply gender conceptual models in support of programme design.
  • Review new project documents to ensure that gender analysis informed the project design and the design respond to the analysis with concrete measures to address gender inequalities and empower women; and provide recommendations for improvements.
  • Review of the current programme and projects and recommend adjustments to better integrate gender in planned results, activities and indicators.
  • Compilation, analysis and interpretation of gender issues and statistical data, thorough research of gender issues in the countries covered by the Pacific office and preparation of high-quality analysis and reports that will inform UNDP programming.
  • Provision of high-quality analysis and substantive inputs to UN and UNDP annual reports, including corporate and donor reports, and other strategic documents, with a focus on evidence-based reporting on gender equality and women’s empowerment.
  • Support the development of a new gender-related portfolio, both focused on integration of gender to existing programmes/projects (re: improving the UNDP Gender Marker) as well as creating stand-alone or joint-programmes with other UN agencies (re: UNWOMEN).
  • Contribute to sub-regional, regional and inter-agency initiatives related to gender issues.

    2. Participates in effective management of the gender work in the Office as well as identifying opportunities for cross cutting initiatives amongst thematic areas in the Pacific Office focusing achieving the following results:

  • Provide inputs to the periodical country reports on progress implementation against all relevant signed UN Conventions (with special focus women’s human rights and gender dimension of human rights, including civil, economic, political and social rights, and GBV).
  • Coordinate the implementation of the Gender Equality Seal Certification Action Plan and the Pacific Office Action Plan on the Prevention of Sexual Harassment and Sexual Exploitation and Abuse
  • Serve as the Pacific Office Gender Focal Team (GFT) Secretariat - responsible for organizing and documenting the GFT meetings and keeping records of their deliberations.
  • Provide substantive expertise and guidance on gender mainstreaming in UNDP Pacific Office and serve as an institutional gender focal point for all internal and external partners;
  • Provide on demand technical expertise and strategic advice; good practices and tools on gender issues for the Programme Teams.

    3. Ensures creation of strategic partnerships and support to resource mobilization focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  • Represent UNDP in different working groups and interagency working groups on gender, including the UN Pacific Strategy Gender Outcome Group.

4. Provides policy advice and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals and gender.
  • Ensure knowledge sharing, documentation and dissemination of good practices on gender equality, women’s empowerment and rights within the UNDP and the broader UN system;
  • Sound contributions to knowledge networks and communities of practice including the UNDP Gender Cop
  • Organization of training and capacity development events for the operations/ projects staff on gender and inclusion issues.
  • Raise awareness on gender as an accelerator for the achievement of the Sustainable Development Goals (SDGs).
  • Professional growth through active learning.

  • Any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master's Degree in social science especially gender studies, or relevant discipline

Required experience:

24 Months

Experience remark:

  • Experience working in an international environment is critical.
  • Experience in managing gender equality and women empowerment programme in an international development context.
  • Experience in donor relations, resources mobilization, and partnership development.
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.).
  • Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft (Atlas).
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
