In the context of the World Health Organization’s (WHO) 13th General Programme of Work (GPW) and its Triple-Billion objectives, the incumbent will support external relations and partnerships activities at the Niger country level. Under the direct supervision of the External Relations Officer of the WHO Niger Country Office, the incumbent is responsible for supporting: the planning and implementation of resource mobilization activities; the development of high-quality project proposals, donor reports and advocacy materials; and the production of donor visibility plans and materials. More specifically, this function will involve: • Working closely with the External Relations Officer and technical teams at the Country Office to identify and secure major resource mobilization and partnerships opportunities. • Ensuring timely development of high-quality project concept notes, proposals, reports and other written outputs to engage donors and partners, in line with the health priorities and needs of the country. • Working with the Communications Team to ensure the development, implementation and monitoring of donor visibility plans for major donors/grants of the Country Office. • Planning and organizing donor-related events, including bilateral meetings with donors, regular communications and information-sharing with donor groups, project-related ceremonies and field visits to promote WHO’s visibility and achievements. • Working with other External Relations and Partnerships focal points of other UN agencies and the UN Resident Coordinator’s Office to support the development and implementation of joint UN resource mobilization plans and initiatives. • Liaising with WHO Regional Office for Africa (AFRO) and Headquarters to explore, coordinate on and secure clearance for resource mobilization and partnerships opportunities. The incumbent will be working on a daily basis under the guidance of the External Relations Officer and in close collaboration with technical officers who lead the different clusters and programmes at the Country Office, as well as the Communications Team, the Programme Management Officer as well as the administration of the Country Office. He/she will also work in close collaboration and coordination with his/her counterparts at WHO AFRO and Headquarters to align on partnerships objectives and achieve common goals.

Within the delegated authority and under the direct supervision of the External Relations Officer of the WHO Niger Country Office, the International UN Volunteer will: • Support the development, update and implementation of a resource mobilization plan for the Country Office based on a thorough analysis of the funding needs and gaps of different programmes and a detailed mapping of partners/major funding opportunities at the country, regional and global level, including from the private sector. • Support the development of project proposals, concept notes and donor reports in line with donor requirements and ensure timely submission to donors. • Work closely with the Communications Officer at the Country Office to ensure the development and implementation of donor visibility plans for major projects. • Contribute to the organization of donor-related events, including project-related ceremonies; field visits; bilateral meetings with donor agencies; and regular information-sharing sessions with donor groups. • Keep track of project implementation rates and progress to ensure project activities are implemented in line with donor conditions and requirements. • Liaise with WHO AFRO and HQ to support due diligence processes for partnerships with non-State actors, including national and international non-governmental organizations (NGOs). • Propose and support the development of resource mobilization and advocacy materials, including but not limited to: investment cases, situation reports, factsheets, presentations, flyers and brochures. • Contribute to the development of talking points, speeches and briefings for Senior Management in preparation for meetings and interactions with donors and partners. • Work closely with focal points from other UN agencies, under the leadership of the UN Resident Coordinator’s Office, to development and implement joint UN resource mobilization plans, initiatives and projects. • Perform other duties as requested. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs :

As an active World Health Organization team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to the World Health Organization and its beneficiaries in the accomplishment of her/his functions, including: • Contribute to strengthened relationships with major donors and partners at the country level; • Contribute to enhanced capacity of the Country Office on external relations and partnerships; • Contribute to the quality deliver of project outputs and the visibility of WHO Niger at the country, regional and global level.

Experience and skills description:

• Required experience: 2-4 years • At least 2- 4 years of professional experience at the national and/or international level in one or more relevant fields: partnerships, resource mobilization, programme management and coordination, policy research, reporting and communications.

• Experience with WHO or other UN organizations. • Experience in Africa or in other developing countries, especially in a humanitarian context. • Knowledge of the global humanitarian and development assistance architecture.

• Strong oral and writing skills in both French and English. • Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset. • Excellent command of Microsoft Office software including Word, Excel, PowerPoint and Outlook. • Proven experience in producing high-quality publications and other types of written outputs including policy reports, academic papers, project proposals, briefings and communications materials. • Ability to deliver quality outputs under tight deadlines and minimum supervision while managing a multitude of stakeholders. • Excellent interpersonal skills and ability to work inclusively and collaboratively with others in a multi-cultural environment

Niamey is a duty station with family. In view of recent terrorist attacks and inter-community conflicts, it is imperative that all UN Volunteers familiarize themselves with the security guidelines and the situation upon arrival in the country.

The UNV Support Unit at UNDP may book temporary accommodation at the expense of the UN Volunteer which may or may not be extended at the Volunteer's discretion until permanent accommodation is found. Alternatively, UNVs could opt to co-rent and share accommodation, which must comply with UN Residential Security Standards (MORSS).

United Nations Volunteers should be aware that they are exposed to a number of tropical diseases. Vaccination against yellow fever is compulsory to enter Niger. The other compulsory vaccinations are hepatitis A, B, tetanus. All United Nations Volunteers have 24 hour access to a medical services clinic.

Niger has a hot and dry climate with a long dry season. It is therefore advisable to bring light clothing.

Various mobile phone companies operate in Niger. SIM cards are available at the airport or in shopping malls.
