This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the direct supervision of the National Programme Analyst of UNV Bangladesh and close coordination with the Operations Manager of LIUPC project, UNV Community Volunteer Coordinator will deliver the following tasks:

  • The UNV Community Volunteers Coordinator will develop a detailed work plan including recruitment strategy for recruiting 131 Community Volunteers for LIUPC projects
  • They will provide all necessary support to the UNV Bangladesh and UNDP project team to facilitate recruitment for CUNVs, who will be based at 19 cities of the country. The UN Volunteers will closely work with the UNV Programme Assistant of UNV Bangladesh, who is responsible for HR functions.
  • Undertake tasks all the pertinent steps of day-to-day recruitment and HR actions including screening, coordination with candidates, long-short listing, arranging tests, drafting interview reports, reference checks, checking insurance papers of the candidates, medical clearances, drafting contract paper, compiling all data, create database as such in close coordination with UNVPA
  • Create an efficient database to maintain files for CUNVs for pre and post deployment time
  • During recruitment process, the UN Volunteers shall verify the documents of educational, professional qualifications based on the copies submitted
  • They will maintain day-to-day close coordination with UNDP project and UNV Bangladesh team and update
  • Ensure confidentiality in all procedures and exchanges of information.
  • Liaise with Municipality, Volunteers, pertinent local government stakes and the project for completing different steps to complete the recruitment and hiring processes for CUNVs
  • Regular coordination with the project and UNDP operations on logistical/travel/operational support for CUNVs
  • Provide all relevant support to the serving UN Volunteers and respond to their queries and maintain excellent with UN agencies and other partners
  • Conduct all procurement, financial tasks under the guidance of Programme Analyst and close coordination of UNVPA and project management
  • Provide day-to-day all necessary support to UNV office and project in terms of volunteer management, volunteer support and such issues
  • Provide support for monthly payroll and other allowances for UN Volunteers with liaising UNV office and UNDP
  • Plan and secure context appropriate Volunteer Living Allowance and other entitlements’ disbursement mechanism;
  • Plan community volunteer reporting.
  • Maintain volunteer files, manage leave records of volunteers and build an efficient documentation system for FU
  • Support selected candidates and volunteers to upload required documents in VMAM; (e.g. vendor form, health certificate / medical clearance, education credentials, identity information, beneficiary form, other)
  • Support bank accounts opening or if required secure alternative payment method in consultation with host entity and UNV HQ;
  • Support partner agency to design and provide context specific pre-deployment training: UN Community Volunteers Conditions of Service (COS), eService Leave Management, mandatory UNV online trainings and other project-specific trainings;
  • Responsible for volunteer files completeness including leave related information (in VMAM);
  • Capture lessons learnt on volunteer identification, selection, recruitment and management and possibly project success stories and share with UNV and host entity.
  • Support UN Community Volunteer reporting in relevant UNV systems.
  • Liaise with host entity and UNV with regards to contract extensions.
  • Undertake auto-didactic course on all relevant matters related to Volunteer Management Cycle in the first 2 weeks of assignment.
  • Perform duties such as photocopying, scanning, circulating corporate emails, dispatching outgoing emails, locating files
  • Perform other duties as guided by the supervisor

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor’s degree in an area relevant to community or social development, project management or human resource management.

Required experience:

36 Months

Experience remark:

  • At least 2/3 years of professional work experience at the national and/or international level in community development, programme management or human resource management.
  • Experience working in an international NGO or in the UN is an asset;
  • Experience with following established administrative processes
  • Experience developing new/innovative administrative processes an asset:
  • Excellent oral and written communication skills;
  • Translation skills are an asset;

  • Knowledge of the local project context including local languages and security issues;

  • Ability to work inclusively and collaboratively with a range of partners including grassroots community members;
  • Solid overall computer literacy, including proficiency in Microsoft Excel
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Have affinity with or interest in working with UN and trust in volunteerism as a mechanism for durable development, and the UN System.
