This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The WFP country strategic plan (2019-2023) aims to complement and contribute to the government of Cambodia’s efforts to achieve zero hunger through supporting school feeding programme, strengthening resilient local food systems, enhancing government capacities on crisis management and disaster risk reduction, promoting digital transformation, enhancing food security, nutrition and social protection governance and providing supply chain services.

Through its Country Strategic Plan (CSP) 2019-2023 in Cambodia, WFP is working to strengthen its visibility and that of its donors, shift the public perception from being known solely as a humanitarian partner to also as a key development partner in social protection, food security/nutrition and the integrated risk management. This includes building key narratives around the thematic components to communicate our values and impacts, producing both soft human-interest and hard data-based communications products and conversing the information through various multi-media platforms.

The position is responsible for supporting the development multimedia communications materials, the conversion of WFP’s key messages, and the archiving of various communications products.

Within the delegated authority and under the supervision of the communications and reports officer, the UNV Communications Specialist will:

Development of various communications contents to raise WFP’s and donors’ visibility, showing the impacts of the programme and creating momentum for further actions • Collect and produce videos and photos to expand WFP’s visibility materials for use in various communications platforms; • Support the development of inspiring human-interest stories, showcasing the impacts of the programmes and creating momentum for further actions; • Produce social media contents for Twitter and Facebook platforms to raise WFP’s and donors’ visibility; • Provide layout & design support for various reports, bulletins, factsheets, posters, banners, stickers, new year cards, etc; • Liaise with multi-media companies and communications experts to support the production of the contents; • Translate various English communications contents into Khmer to facilitate the understanding and reception of WFP’s advocacy products.

Conversion of communication contents through local media, social media, web and other platforms • Maintain and update media directory (national, regional and international); • Assist in building and maintaining relations with media, journalists, editors, reporters, etc; • Support media engagement activities in events and donor visits, press conferences, briefings, and media interviews with senior management; • Assist in managing WFP’s social media platforms and monitor their daily engagement and report on their monthly traffic including reach and engagement.

Archiving and tracking WFP-related communications contents for in-house use and external sharing ; • Archive and update all digital communications contents for use in-house; • Select, archive and update the selected contents in the multi-media hub for sharing with WFP globally; • Archive and update the existing media directory; • Track and share links of WFP news in media & social media monthly to facilitate WFP communication with donors.

Others • Provide translation of press releases, op-eds and external communication products from Khmer into English and vice versa when necessary; • Carry out other tasks as if required.

Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Have affinity with or interest in food security and nutrition, volunteerism as a mechanism for durable development, and the UN System;

Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

Sound security awareness.

The climate of Cambodia is tropical, monsoonal and is characterized by heat and humidity. The rainy season lasts from May to October and the hot, dry season from November until April. Houses and apartments are available to suit most budgets and preferences. House hunting is not difficult in Phnom Penh. The usual means of locating suitable accommodation is through estate agents/realtors. The National UN Volunteer is required to follow the UN residential security requirements as per the local MORSS when choosing their accommodation. There are few taxi operators in Phnom Penh, so for daily transportation the cheapest, fastest and most frequent mode of travel is by a tuk-tuk (a motor-powered rickshaw). Some UN volunteers chose to purchase their own mode of transportation, be it a car, a motorbike or a pushbike. They are strictly recommended by UN security to wear seatbelts in cars and helmets when traveling on motorbikes, tuk-tuk or bicycling. In terms of health, common diseases in Cambodia are those which exist in other tropical countries like diarrhoea, malaria, dengue and HIV/AIDS. Most of the serious cases have been reported contracted in hilly, rural and densely forested areas. City dwellers like in Phnom Penh can also be at risk due to poor disposal of waste. Generally, in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis. While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

BENEFITS AND ENTITLEMENTS: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
