Contract

The World Health Organization serves as the directing and coordinating authority for public health within the United Nations system. Within the delegated authority and under the supervision of [Operations Officer] or his/her designated mandated representative(s), the UNV [Admin/Procurement Specialist] will:

• Provide full administrative support including drafting in line with WHO style guide, reviewing and dispatching of correspondence, reports, documents, etc., • Organize the travel of the unit staff, including raising travel requests (TRs) in the General Management System (GSM), finalizing travel itineraries and hotel bookings etc., • Provide full administrative support to the intercountry meetings organized in Tunisia including complete logistical and financial arrangements related to. • Initiate and process different transactions in GSM, including procurement of goods & services, completing necessary forms, and following up with concerned parties on the receipt of deliverables and finalization of payments. • Assist/replace administrative staff in the unit and perform other relevant duties within their scope of responsibility as required; • Any other related tasks as may be required or assigned by the supervisor. • Assist in procuring various goods including office supplies and services to support operations. • The scope of responsibilities also includes performing assigned procurement duties within the designated areas. 1) Sourcing/Purchasing/Planning - analyzing upcoming needs of products and planning procurement activities to ensure effective and timely purchase, delivery, and payment. 2) Conducting sourcing/tendering- assisting requestors in preparing their procurement forecasts and planning sourcing activities such as tendering. Based on the procurement forecast plan, executing procurement activities such as Requests for Quotations (RFQs), Invitations to Bid (ITB), or procurement through long-term agreements. 3) Facilitating procurement through the WHO global goods catalog, raising Requests for Price Estimates (RPE) in GSM when local sourcing options are unavailable. 4) Working closely with colleagues in the Finance units regarding supplier management, encumbrances, and payments. 5) Collaborating closely with colleagues in the regional procurement unit on all supply-related matters, following the guidance of the Procurement officers. • Serving as the main point of contact for customs clearance matters, being responsible for preparing all necessary documentation required for customs clearance. • Managing the logistics of international shipments and organizing the receipt of cargoes, Preparing, and managing inland distribution activities.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
