Background

The Constitution of Papua New Guinea contains the National Goals and Directive Principles which uphold Equality and Participation. The Medium-Term Development Plan III (MTDP III) confirms the Government of Papua New Guinea’s obligation to meet the Sustainable Development Goals. Addressing gender inequality and violence against women and girls in Papua New Guinea, is critical to the achievement of Sustainable Development Goals, and the economic and social future of the country. Unfortunately, against the measures of the Sustainable Development Goal 5; and, according to the Papua New Guinea Demographic and Health Survey (2019), the country is failing miserably with 54.3% of ever-partnered women and girls aged 15 plus have been subjected to some form of intimate partner violence in the last 12 months; 8% and 27.3% were married before the ages of 15 and 18 respectively; and, less than half (47.7%) made their own informed decisions regarding sexual relations, contraceptive use and reproductive health care.

Port Moresby is known for high levels of violent crimes, including sexual assaults and other forms of violence and has consistently been rated as one of the five least liveable cities in the world. The nation’s capital is plagued by violence and inequality with an estimated: 340,000 NCD women and children experiencing violence every year and only 500 active-duty police officers

In 2016, the “National Strategy to Prevent and Respond to Gender-Based Violence” was launched to ensure a strategic and coordinated approach to addressing violence across all sectors within PNG. At its core, the strategy focused on data, governance, prevention and response. Implementation has been varied due to a lack of government funding but in recent months funding has been allocated to the Department of Community Development and Religion to establish the GBV Secretariat. Several programmes have been developed in partnership with the United Nations, Australian government and European Union to advance the national strategy.

In 2021, UN Women supported the National Capital District Commission to develop a GBV Strategy and communication campaign: “Now is the Time: United for Equality and an End to Gender-Based Violence” (U4EQUALITY). The NCDC GBV Strategy (2020-2022) “Now is the Time. Leading the change!” is focused on changing behaviour and attitudes in NCD from the inside out. It has 3 pillars:

Pillar 1: Walk the talk - NCDC will become a gold standard in gender equality, non-violence and anti-harassment and ensure all staff adhere to a strict code of conduct.

Pillar 2: Deliver accountability- NCDC’s programs and contractors will all become leaders in ending gender-based violence in the City and NCDC will hold them accountable.

Pillar 3: Disrupt and demand- NCDC will become a significant, unified voice that disrupts, demands and delivers change at a provincial and national level.

Objectives of the assignment

Since adopting the strategy and communication campaign, NCDC has made strides to put in place an institutional structure to support implementation by bringing together their NCD Family and Sexual Violence Action Committee and the NCD GBV Task Force to form the NCD GBV Council. While some elements of the strategy have been implemented, NCDC would like to engage a Communications Director to oversee the communications campaign “Now is the Time: United for Equality and an End to Gender-Based Violence.”

The Communication Campaign is an umbrella, city-wide campaign that is grounded in PNG’s Constitution, Goals and Directives. The Campaign is directed at the root cause of gender-based violence: inequality and seeks to engage men and boys as partners and allies. The Campaign outcomes.

  • Empower women and girls with knowledge of their rights and how to protect them.
  • Align Men and boys with women and girls as partners and allies.
  • Create collaborative initiatives that rally people together around a common cause.
  • Inspire NCD citizens to take responsibility for how each of them can be a part of creating an equitable city where everyone has the opportunity to achieve their dreams.

Duties and Responsibilities

Working under the overall strategic guidance of the Governor of the National Capital District and day to day collaboration with the NCD GBV Council/ Secretariat, the Campaign Director is expected to lead the execution of strategic interventions that can help NCDC take the GBV strategy and Communication campaign to scale.

The Campaign Director will be responsible for the following:

  1. Support NCDC to develop, print and distribute a campaign toolkit with key messages for the campaign. This toolkit is designed to help partners and stakeholders and others engaged, to get started. It should be provided in an electronic form downloadable from the website.
  2. Support NCDC to create a web page on the “United for Equality” campaign and mentor local person for its maintenance.
  3. Engage a Campaign Ambassador with great popularity and following in PNG.
  4. Identify sites/ contractors for branding of public motor vehicles, billboards at high-volume sites with the campaign’s key messages.
  5. Develop gender equality messages for dissemination via bulk mobile phone messages, print and tv.
  6. Mobilize private sector partnerships for the campaign.

Duration of the assignment

The duration of this assignment will be for three months. Work will commence on 19 April 2022 upon signing of the contract.

Required Skills and Experience

Education

  • Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required

Experience and skills

  • At least 5 years of professional work experience at national or international level in public relations, communications or advocacy, including in media relations;
  • Experience in the design, implementation and management of large-scale communications for development programmes
  • Experience in leading a multi-disciplinary team

Language and other skills

  • Fluency in written and spoken English.
  • Knowledge of Tok Pisin is an asset.
  • Working knowledge of another local language is an asset.
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
