OBJECTIVES OF THE PROGRAMME

The World Health Organization's Department of Sexual and Reproductive Health and Research (SRH) includes the UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP). HRP is the main instrument within the United Nations system for identifying research priorities on sexual and reproductive health and rights; for promoting, conducting, evaluating and coordinating related interdisciplinary research; for collaborating with countries to build national capacity to conduct research; and for promoting the use of research results in policy-making and sexual and reproductive health programmes. The Department draws on research and global expertise to set norms and standards and develop global guidelines on sexual and reproductive health and rights. More information about HRP can be found at http://www.who.int/reproductive-health/hrp.The Research Leadership and knowledge management Unit development, evaluation and training of methodological approaches for sexual and reproductive health research, including frontier technologies, innovations for SRH and research addressing gender, human rights and health equity for SRH, scientific and ethical review processes, research capacity strengthening, research partner engagement, knowledge management, and technical support for study design, data management and qualitative and quantitative data analysis.

DESCRIPTION OF DUTIES

  • Provides technical leadership, coordination and managerial support within the Department, in the Research Leadership and knowledge management Unit, ensuring that activities in this area are carried out efficiently and effectively.
  • Provides vision and develops, leads, and implements research and research capacity strengthening programmes.
  • Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and HRP cosponsors and provides advice in developing further the research leadership and capacity strengthening for strengthening and improving technical capacity of target clienteles.
  • Oversees a Unit of scientific and technical staff specialized in various domains within their area of expertise, and facilitates the efficient flow of team synergies.
  • Manages the programme area in delivering its objectives through efficiently managing a small team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.
  • Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
  • Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize the performance of Programme deliverables.
  • Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in research and capacity strengthening.
  • Liaises with and utilizes partnerships in other UN Agencies, HRP cosponsors, donors, and research institutions in research leadership and capacity strengthening to position the technical area of work and implementation into global and/or national policies.
  • Represents WHO and HRP at various meetings related to the area of work. Performs other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A Ph.D. in a field related to public health and/or sexual and reproductive health.

Experience

Essential:

  • A minimum of 10 years of professional experience in research management, leadership and capacity strengthening, including experience in the area of health policies and strategies, knowledge management, and including experience in low and middle-income countries.
  • Demonstrated experience managing human and financial resources.
  • Demonstrated experience at the international level.

Skills

  • Expert knowledge of research methodologies, research capacity strengthening and knowledge management.
  • Concrete skills in the planning and coordination of multidisciplinary public health research including demonstrated experience in gender and SRHR programming, which may include the implementation of interventions.
  • Strong skills in the area of developing and establishing policies and strategies.
  • Excellent skills and ability in managing diverse teams and financial resources.
  • Proven skills in mobilizing resources.
  • Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, donor institutions, academic partners, Civil Society, HRP cosponsors, and other stakeholders.
  • Proven expert knowledge in research, analytics, and research management, as evidenced by a recent (within the past 5 years) track record of publication in peer-review scientific journals and other relevant publications.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6522 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
