OBJECTIVES OF THE PROGRAMME

In the context of WHO's priority for Universal Health Coverage, the Integrated Health Services (IHS) Department is working with Member States and key global stakeholders to strengthen health service delivery systems that are safe, high-quality, people-centred, and integrated. The Department is working across the Organization to identify, develop and disseminate knowledge, models for effective interventions, from prevention to palliation, including guidance, standards, and tools for strengthening high-quality integrated health services.

DESCRIPTION OF DUTIES

Provides technical leadership, coordination, and management of the Quality of Care Unit within the Department ensuring that activities in this area are carried out efficiently and effectively.

Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the broad area of quality of care for strengthening and improving technical capacity within the Member States.

Oversees a unit of technical teams specialized in various domains within their area of expertise and facilitates the efficient flow of team synergies.

Manages the programme area in delivering its objectives through efficient managing a team of technical staff, financial resources, and effective work planning to optimize the deliverables overseen by the QoC Unit in line with the mandate of the Organization.

Manages the monitoring, evaluation, and reporting of the area of work on quality of care of key performance indicators and reporting requirements.

Serves as the technical reference among the peer community, UN Agencies, and other stakeholders at the technical levels in the respective area of expertise.

Liaises with and utilizes partnerships in other UN Agencies, Donors, or research institutions in the area of quality of care to position the technical area of work and implementation into Global and/or National policies.

Represents the programme area of work at various internal and external engagements to advocate and provide technical input for Quality of Care.

Leads the development of policies, norms, guidelines, and technical support to countries for the strengthening of high-quality and safe care.

Works with the lead of the Decade of Patient Safety on the reduction of patient harm in health care through a number of activities including the development of technical guidance, country support, and strengthening of global partnerships.

Works with the Unit Head, Clinical Services & Systems, other unit heads, and team leads, and other departments in WHO to develop, test and implement quality improvement tools and approaches to support quality improvement efforts at regional and country level.

Supports the Unit Head, Health Services Performance Assessment in the development of measurement approaches and metrics for quality of care;

Ensures that infection prevention and control (IPC) is part of all strategies on quality of care across WHO programs contributing to reduce health care associated infections.

Performall other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced-level university degree in public health, health policy, and management or medicine.

Desirable: Additional post-graduate training in the field of quality of care.

Experience

Essential

At least 10 years of experience, working at national and international levels in the quality and safety of health services.

Experience in leading cross-organizational areas of work and in convening and engaging with partner networks in quality of care.

Extensive experience related to country health systems and development of global guidance and publications in quality and safety of health care.

Experience in facilitating quality improvement efforts, including the development of tools and inco-developing institutional QI efforts.

Demonstrated experience at the international level.

Desirable

Experience in the development of national and local quality monitoring and evaluation plans and in country quality and safety data system strengthening.

Practical experience working in low and middle-income countries.

Experience in supporting the development of national quality and safety policy and strategy.

Demonstrated experience in resource mobilization.

Skills

Expertise and extensive experience in international public health.

Proven ability to lead Organization wide teams and to effectively engage with high-level stakeholders from governments, academic institutes and partner agencies.

Proven track record in effective communication, ability to conceptualize, analyses, and draft policy text.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5810 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
