Contract

This is a P-5 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 10 years of experience, depending on education.

Salary

The salary for this job should be between 166,414 USD and 208,555 USD.

OBJECTIVES OF THE PROGRAMME

The Department of Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy, global HR policy and advisory services and operational HR measures which support the work of WHO and its member states, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Acquisition and Talent Management (including Workforce Planning, Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common System's Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global staff/management relations, and representation of WHO in inter-agency UN Common System HR initiatives.

DESCRIPTION OF DUTIES

-Provides technical leadership, coordination and managerial direction within the GHR Unit of the Department of Human Resources and Talent Management at WHO's Global Service Centre in Kuala Lumpur, ensuring that the entrusted activities in the area of administration and processing of a wide range of entitlements are carried out efficiently, effectively and with a client-focused orientation for a wide range of clientele across WHO and other Organizations serviced by the Centre (such as UNAIDS; UNITAID; ICC and various WHO-hosted partnerships).

-Develops and proposes technical policies, strategies and improvements for implementation through collaboration with Headquarters, Regional and Country Offices and provides advice in developing further the area(s) of contract management and administration of entitlements (including appointments, reassignments, extensions; allowances administration; personal and family status, dependencies, residency and nationality; leave administration including medical evacuations; legal issues; on-boarding and off-boarding); benefits administration (including statutory travel, shipments, education grants, exit surveys and separations) and foundation data management (including HR and payroll data, master data maintenance, coordination with IT services, maintenance, testing and updates of relevant ERP system modules related to policy changes, audit recommendations and agreed process simplifications; transactional and procedural quality assurance and reporting; analysis of entitlements and projections of financial impact; yearly verification exercises, workload reporting; official attestations, letters and notifications), as well as related inductions, briefings, training and communications for members of the workforce across the Organization.

-Oversees a unit of technical teams specialized in various domains within their area of expertise, facilitating the efficient flow of information, ensuring team synergies, and managing the programme areas in delivering their objectives through efficient management of dedicated and specialized technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.

-Leads and conducts information gathering and analysis on best practices across the UN common system family of Organizations and other comparable international global service providers in implementing programmes and activities and dissemination of information for further capacity building in the respective area of work.

-Manages the monitoring and evaluation and reporting of the subject areas of work along a set of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.

-Serves as the authoritative technical point of reference among the peer community for the Unit itself, the Global Service Centre and HRT as a whole in the respective area of expertise.

-Represents the programme area of work at various meetings to advocate for a swifter, better-focused and more client-oriented delivery of the entire range of services provided to the workforce.

-Perform all other related duties as assigned.

Specific duties:

- Provides authoritative guidance and advice to Regional HR Managers, HR Officers, Managers and Staff on the interpretation and application of HR Rules and Policies related to Contract issuance and maintenance, and to entitlements, benefits and conditions of service, and brings feedback and lessons learned in this respect into continued policy improvements in respective areas of concern.

- Establishes a control framework and mechanisms to ensure risk management associated to the delivery is mitigated and that the Organization's financial responsibilities towards its staff - but also vs. its donor community at large are met within the limits of its liability, inter alia by undertaking regular major data clean up exercises to detect and correct possible errors and to ensure data integrity in order to safeguard the Organization's financial assets.

- Promotes a dynamic high-performance culture among staff, through ongoing productivity analysis, benchmarking, continuous transparent assessments, operations processing evaluations and other tools used to effectively motivate and manage staff in excelling performance.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in Management related areas (such as an MBA), Human Resources, Finance or another area directly related to or relevant for the functions of this key position. Desirable:

Experience

Essential: A minimum of 10 years of professional experience in the management and application of Human Resources policies and in particular the administration of contracts, entitlements and benefits, including solid, demonstrated experience in the area of effectively managing large, diverse teams in focused applications of rules, provisions and client-oriented services. Demonstrated experience managing significant human and financial resources. Demonstrated experience at the international level. Desirable: Direct work experience in a dedicated Service Center environment ideally with a focus on an international target clientele.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3489 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
