The Department of Procurement and Supply Services aims to ensure high-quality, consistent and responsive supply services through a collaborative approach that supports the efficient delivery of WHO programmes. The Unit Head Procurement and Logistics is responsible and accountable for the delivery of procurement and supply services in a shared services environment, leading several smaller teams in an efficient and cost-effective manner and against agreed service level agreements, supporting all of the WHO.
DESCRIPTION OF DUTIES
Under the guidance of the Director Procurement and Supply Services the position provides strategic and technical expertise, leading small teams in procurement, sourcing, shipping and logistics to achieve organizational objectives in line with the Mission of the Organization. The Global Procurement and Logistics (GPL) team, based within the WHO Global Service Centre, Malaysia, provides specialist knowledge and competencies that ensure the swift and reliable delivery of a comprehensive array of procurement and sourcing services to all of WHO. The Unit Head, GPL, will build a wide range of partnerships with UN Agencies, Donor institutions, counterparts in WHO Collaborating Centres and other public health institutions, and other stakeholders in the development of supply related solutions to public health issues.
Generic duties:
- Provides technical leadership, coordination and managerial support within the Department, in the Unit of procurement and logistics ensuring that activities in this area are carried out efficiently and effectively.
- Oversees a unit of technical teams specialized in various domains within their area of expertise and facilitates the efficient flow of team synergies.
- Manages the programme area in delivering its objectives through efficient management of a small team of technical staff, financial resources and effective work planning to optimize theUnit's deliverables in line with the mandate of the Organization.
- Leads and conducts research on best practices and dissemination of information for capacity building in the respective area of work.
- Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of the Unit.o Liaise with supply markets including contractors, suppliers, service providers, customs officials and counterparts in other International Organizations to ensure WHO remains current in its approach.
- Represent the programme area of work at various meetings to advocate for matters relevant to procurement and logistics.
Specific duties:
- Provide authoritative advice on procurement/contracting processes and procedures and when necessary in negotiating difficult and highly complex contracts, ensuring that quality, cost, and legal requirements in the interest of the Organization are fully safeguarded.
- Ensure the Organization's procurement and contracting standards are adhered to while seeking to improve cost effectiveness and performance, through the optimal use of technology, processes and procedures.
- Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential:
- An advanced level university degree in supply chain management, procurement, logistics, business administration, economics or similar field related to the functions of the position. Desirable:
- A qualification in a field related to public health (humanitarian matters, medicine, pharmacological, biological or paramedical sciences, etc.).
- Chartered Institute of Purchasing and Supply (CIPS) qualifications or alternate equivalent.
Experience
Essential:
- A minimum of 10 years of professional experience in the management of procurement and/or supply chain, including supervisory experience.
- Demonstrated experience managing human and financial resources.
- Demonstrated experience at the international level. Desirable:
- Experience of procurement programmes in international organizations in the area of public health.
Skills
- Concrete skills in leading, planning and coordination of procurement and supply operations.
- Strong skills in the area of developing procurement and /or supply chain strategies.
- Excellent skills and ability in managing diverse teams and financial resources.
- Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.
- Commitment to collaborate effectively with other key partners in the Health Subject area.
- Knowledge of and demonstrated skills in public procurement or supply chain or category management at a global level.
- Knowledge of economic and supply market perspectives that can impact WHO Skills in building collaborative relationships across an international supply chain.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3481 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
