OBJECTIVES OF THE PROGRAMME

Ensure the WHO Health Emergency Program is prepared technically and operationally to support Regions, Country Offices in managing the health consequences of emergencies. The objective of the Unit is to strengthen Emergency Operation Centres with a stronger HQ EOC, regional and global networks and, information platforms contributing to strategic decision making in risk-based response operations to health emergencies for better outcomes.Specific objectives of the Unit:

1. To improve situation awareness and strengthen support and monitor response and preparedness activities.

2. To develop and strengthen the EOC information and telecommunication platform.

3. To Strengthen the EOC-NET.

DESCRIPTION OF DUTIES

--> Provides technical leadership, coordination and managerial support within the Department/Programme, in the Unit of EOC Operations ensuring that activities in this area are carried out efficiently and effectively.

--> In support to the SHO director contribute in facilitation of the technical Advisory group and other partnership forums for the HQ EOC and the EOC-NET to effectively play they strategic role in risk-based health operations.

--> Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices (including within the EOC-NET) and provides advice in developing further the concept and operationalization of EOCs for strengthening and improving technical capacity of target clienteles.

--> Oversees a unit of technical teams specialized in various domains within their area of expertise and facilitates the efficient flow of team synergies.

--> Manages the programme area in delivering its objectives through efficient managing a team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.

--> Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.

--> Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.

--> Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.

--> Liaises with and utilizes partnerships in other UN Agencies, Donor including Private sector (Foundations…), or research institutions in Public Health Emergencies to position the technical area of work and implementation into Global and/or National policies.

--> Represents the programme area of work at various meetings to advocate for the utilization of EOC for effect and efficient management of emergencies with health consequences.

--> Performs all other related duties as assigned. Specific duties Take a lead role in the management of a strong network of public health emergency operations centers (EOCs) world-wide, including but not limited to:

[a] Research, study and publication dissemination of Emergency Operation Centre best practices and guidelines for the application of innovative scenarios and procedures to allocate roles and responsibilities and avoid duplication.

[b] The development of a series of tools, templates and products to complement existing structures and procedures as part of EOC Standard Operating Procedures (SOPs). Promote the development and sustained use of the EOC-NET throughout WHO HQ, Regional and Country Offices and key partners , based on the oversight of EOC-NET working groups, including but not limited to :

[a] Building partnerships with institutions, developing and disseminating technical documentation and modules, providing expert advice as part of emergency responses and interventions.

[b] Fostering multi-disciplinary and cross-cutting approach and activities to encourage full participation encouraging organization-wide and of key partners.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in Emergency Management, Disaster Management or Public Health related to the functions of the position. Specialized Training in emergency response. Desirable: A PhD in one of the above-mentioned fields.

Experience

Essential: A minimum of 10 years of professional experience in the management of Health Emergency Programs and/or the management of Emergency Operations Centres, including experience in the area of health policies and strategies and information management. Demonstrated experience managing human and financial resources. Demonstrated experience at the international level. Desirable: Experience in working with the WHO in support of the implementation of the International Health Regulations IHR (2005) or the UN System preferably in the field of emergency planning and response or outbreak control operations. An experience in public health information management will be an asset.

Skills

- Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.

- Strong skills in the area of developing and establishing emergency and operational management policies and strategies.

- Excellent skills and ability in convening and managing diverse teams and financial resources and setting up networks including for information management.

- Good skills in mobilizing resources.

- Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.

- Commitment to collaborate effectively with other key partners in the Health Subject area.

- Managing multi-disciplinary Team(s) under Emergency conditions.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6906 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
