OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact (DDI) supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. Its goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO's Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function. The Department of Data and Analytics (DNA) is responsible for monitoring progress on the GPW 13, strengthening country health information,data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as the DDI focal point for collaboration with other departments regarding primary data generation efforts and analysis. It undertakes analysis of health trends and determinants. The director of DNA also co-chairs the Health Data Collaborative and the data Hub and Spoke group across all levels of the organization. The Department of Delivery for Impact (DFI) supports the design and capacity building for measuring and using the triple billion targets

DESCRIPTION OF DUTIES

- Provides technical leadership, coordination and managerial support in the area of data coordination and governance, ensuring that activities in this area are carried out efficiently and effectively.

- Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the data related activities at all levels for strengthening and improving the technical capacity of target clienteles.

- Oversees a unit of technical teams specialized invarious domains within their area of expertise and facilitates the efficient flow of team synergies.

- Manages the programme area in delivering its objectives through efficient management of a team of technical staff, provides oversight of financial resources and drives effective work planning to optimize the programme's deliverables.

- Leads and conducts research on best practices in data governance and coordination and dissemination of information for capacity building.

- Manages the monitoring and evaluation and reporting of key performance indicators in data coordination and governance to optimize performance of programme deliverables against the triple billion targets.

- Serves as thetechnical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.

- Liaises with and utilizes partnerships in other UNA gencies, Donor, or research institutions in the area of data coordination and governance to position the technical area of work and implementation in Global and/or National policies, including with the SDG Global Action Plan partners.

- Coordinates with the relevant chairs and partners in the development of the operational work plan and end of year progress reports.

- Develops and implements an advocacy and communications plan in partnership with partners and other networks.

- Provides expert policy and strategic inputs on workplan priorities in areas such as advocacy, accountability, knowledge sharing and communication.

- Leads preparation of Steering group meetings and coordinates support to working groups.

- Provides technical leadership, coordination and managerial support within the Data Coordination, Governance and Partnerships Unit ensuring that activities in this area are carried out efficiently and effectively.

- Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level University degree in international public health or related areas. Desirable: A PhD in the above-mentioned area or related.

Experience

Essential: A minimum of 10 years' experience in international public health, including experience at senior leadership and managerial level. Experience in the management of the implementation of health programs internationally,including experience in the area of health policies and strategies. Demonstrated experience in managing human and financial resources. Demonstrated experience at the international level. Desirable: At least 5 years of practical experience in management and leadership of teams working on public health or related field. Familiarity with and productive contacts with academic and national institutions.

Skills

Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes. Strong skills in the area of developing and establishing polices and strategies.Excellent skills and ability in managing diverse teams and financial resources. Good skills in mobilizing resources. Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.Commitment to collaborate effectively with other key partners in the Health Subject area.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6094 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
