Who we are looking for: we are seeking to identify an experienced Unified Communications Integration Consultant.

What we offer: an international consultancy contract of up to 6 months from start date will be offered to the selected candidate.

Workplace: candidates are expected to work mostly in WFP Headquarters (Rome, Italy) for the duration of the contract, compatibly with travel restrictions.

ORGANIZATIONAL CONTEXT

TEC is the Technology division of the UN World Food Programme, and is responsible, among other things, for the global network and communications infrastructure; WFP wants to integrate its existing communications infrastructure, based on various modern as well as legacy technologies, to provide users with an efficient and fully integrated platform of interpersonal communications services. The candidate will lead the design of a solution for the integrated infrastructure, delivering the design of the solution as well as the testing and implementation strategies.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Reporting directly to the IT Infrastructure Architect, and under the general supervision and guidance of the IT Architecture and Global Connectivity teams, the candidate will be accountable for designing and prototyping an integrated Unified Communications infrastructure.

The technical benefits WFP expects from the new infrastructure are:

  • Integration of existing Microsoft 365 Teams and remote office SIP-based telephony products to reduce fragmentation and create a single user-centered environment.
  • Provision of a unified and integrated platform of audio, video and conferencing services, leveraging as much as possible on the existing infrastructure, which includes MS Teams, Mitel SIP PBX’s, peripheral Sonus SBC PBX-to-SIP Gateways as well as a central Sonus SBC gateway in WFP data centers
  • Improved and uniform telephone accounting for PSTN calls, including use of local PSTN connections in remote offices wherever practical and Internet SIP-based PSTN gateways.
  • Increased reliability, minimized cost, and office survivability (the latter may not be mandatory for the smallest offices, where users all work within hearing).
  • Minimized management overhead with appropriate separation of management tasks and responsibilities between central IT and remote IT.

Due to the diversity of WFP offices, infrastructures, availability of communications channels and environmental conditions, the infrastructure solution must be flexible enough to work in the most challenging network conditions and support link redundancy in a multi-link environment.

WFP is interested in an efficient and effective solution, which puts reliability and usability as the top objectives.

ACCOUNTABILITIES/RESPONSIBILITIES

  • Overview and analysis of needs/requirements and existing infrastructure and services specifically aimed at understanding the parameters and limitations that are relevant to the solution design.
  • Presentation of options for an integrated solution with pros/cons and approximate costing for discussion with WFP management.
  • High-level design of the solution including prototype and Proof-of-Concept implementation
  • Testing of device compatibility / communications quality
  • Documentation of the proposed solution
  • Implementation strategy

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

  • Post-secondary education combined with significant relevant working experience.
  • University degree in the field of Computer Science/Engineering or related STEM disciplines is an advantage

Experience

At least 5 years of experience in the audio, video and conferencing areas, including specific experience with Microsoft 365 Teams as well as SIP-based telephony products, plus a strong background in networking.

Technical Experience, Skills & Knowledge

  • Deep technical knowledge of Microsoft 365 Unified Communications technologies, including their integration with Active Directory.
  • Deep technical knowledge of the technology of SIP telephony
  • Deep technical knowledge of the capabilities and technology involved in SIP Session Border Controller devices
  • Knowledge of common models for toll bypass and PSTN least-cost routing
  • Knowledge of telephone billing and accounting concepts
  • Hands-on experience with specific products, including Mitel SIP PBX, Sonus SBC, and Cisco Telephony products based on IOS
  • Ability to identify and solve quickly issues and problems
  • Teamwork oriented and ability to work under pressure
  • Positive attitude for working in cooperation with different teams.

Language:

Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
