UNICEF Zimbabwe is inviting applications for an individual consultant to provide technical support to MOPSE’s Learner’s Welfare department in implementing key activities that would improve the learning environment for children in schools especially children with disabilities.

BACKGROUND

Improving the school learning environment for all children is a solid predicator of improving access and learning for all children. Following the enactment of the 2020 amended Education Act by H.E the president, Zimbabwe is to move toward progressive free basic education, the elimination of corporal punishment in schools, re-entry of pregnant girls to schools, and the provision of free sanitary ware for girls in as well as addressing the needs of children with disabilities in a holistic manner while increasing support for infrastructure that is disability sensitive.

UNICEF will continue supporting the MOPSE in conducting the community engagement to identify children with disabilities especially at ECD level and ensure they access and enroll in school while continue with early identification of ECD children. Provision of WASH to school and ensuring children have access to clean drinking water and for sanitation will be on-going as well as rolling out the guidance and counselling curriculum and support to Safe to Learn call and provision of psychosocial support to children especially during an emergency.

With so many children out-of-school especially after COVID-19 school closures, there is a need to support the re-integration of children who dropped out into schools and provide a conducive learning environment for them. Special focus will be given to re-integration of pregnant girls into schools.

ASSIGNMENTS

The consultant in consultation with the LePS department of MOPSE will work on the following key assignments:

  • Ensure finalisation of the procurement of the assisstive devices and their distribution including monitoring to ensure they have reached the end users.
  • Ensure completion of the capacity development of MopSE, provinces and districtcs on Inclusive Education, and advocacy around learning needs of children with disabilities.
  • Ensure distribution of the G&C modules to schools
  • With Child Protection section of UNICEF complete the Safe to Learn and psycho-social key interventions
  • With EASH section of UNICEF ensure comlpetion of the WASH interventions in targetted schools
  • Ensure training of 1000 school heads in Model Inclusive Infant Facilities is completed and rolled out
  • Support the finalisation of the inclusive Education (IE) policy and its dissemination
  • Support the finalisation of the school health implementation strategy
  • Monitor the SIG WASH schools and the implementation progress

Education: An advanced degree in Education, Public Health or any other related field.

Experience:

  • At least 5 years’ experience in similar work area.
  • Experience in school health and child well being
  • Experience in improving learning environment for children
  • Experience of having worked in learning institutions such as schools
  • Good interpersonal and communication skills including writing skills

Languages: Fluency in English. Knowledge of Shona and/or Ndebele will be an added advantage.

If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including the technical proposal and an all-inclusive financial proposal incorporating both the approximate travel days indicated for the field (local) travel.

Technical proposal: CV, Cover letter and proposal. The Technical Proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, timeline and level of effort by deliverable.

Financial proposal: The Financial Proposal should include the costs (providing a daily rate as justification) for each task, including consultant fee, proposed travel costs and perdiem, communications costs and any other proposed cost.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
