Background and Rationale

UNICEF in Zimbabwe works with partners who include government, non-government organisations, private sector and individuals, to uphold the rights of women and children to access services and protection, from birth through to adolescence across a range of programme areas which include, Health, Education, Child protection, WASH, HIV, Social Policy and Nutrition. Our objective is to ensure that every child in Zimbabwe irrespective of gender, disability, background or circumstance, has an equal chance to fulfil their potential. The world over, the humanitarian sector has experienced many challenges relating to sexual exploitation and abuse of women, men and children perpetrated by persons working for the UN and its various implementing partners and contractors. In response to the risks posed by humanitarian workers to members of beneficiary communities, the UN in 2018 put in place the United Nations Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partners. A key purpose of this Protocol is to operationalize the zero-tolerance approach towards sexual exploitation and abuse that the United Nations has embraced.

Recognizing the ever present risk of sexual exploitation and abuse in the operating context as elsewhere in the world, in February 2020, UNICEF Zimbabwe started the roll-out of the UNICEF procedures on managing risks of SEA in implementing partnerships which includes a systematic assessment for all CSOs partners, in keeping with the requirements of the UN Protocol. The PSEA assessment rates organizational capacities to prevent/ respond to SEA and covers six core standards: PSEA Policy; Management and Human Resources Procedures; Mandatory Training; Reporting; Assistance and Referrals for survivors and Investigations. The organizational capacity rating converts to a SEA risk rating (High, Moderate, Low). All current UNICEF partners rated at Moderate and High risk of SEA are invited to develop an action plan to identify and address the organizational gaps identified during the assessment. This comprehensive tool is used by partners to develop and or strengthen their PSEA systems across the 6 core organisations standards identified above. UNICEF Zimbabwe has been working with its implementing partners to roll out the PSEA Self Assessments.

In order to facilitate timely completion of the self-assessment, their review and rating and to support the development of action plans, the CO is now seeking the services of a qualified and competent PSEA consultant.

Overall Purpose

To support the institutionalization of PSEA across UNICEF partners and programmes including through the implementation of the UNICEF PSEA Self-Assessment Toolkit.

To qualify as an advocate for every child you will have…

  • Master’s degree in relevant fields including Law, Social Science, Development studies, Gender, or related fields
  • Knowledge of international policies, procedures and practices related to Protection from Sexual Exploitation and Abuse (PSEA)
  • At least 10 years experience of implementing programmes preferably in development/humanitarian context, including working with communities.
  • Demonstrable knowledge and experience of implementing international policies, procedures and practices related to Protection from Sexual Exploitation and Abuse (PSEA);
  • Experience in training and facilitation including materials development
  • Child Protection/child safeguarding;
  • Expertise in gender equality and gender-based violence/ GBViE programming
  • Organisational Policy development and capacity development of CSOs
  • Ability to communicate clearly and concisely both verbally and in writing in English. Knowledge of a local language will be an added advantage
