How can you make a difference?

UNICEF Zimbabwe is seeking to hire an innovative individual consultant to provide technical assistance to the Government of Zimbabwe – Ministry of Local Government and Public Works (MoLGPW) for the development of Water, Sanitation, and Hygiene (WASH) Service Standards for Zimbabwe.

Purpose of the assignment:

The purpose of the consultancy is to support Government of Zimbabwe (GoZ), primarily the MoLGPW, in collaboration with the National Action Committee (NAC) for the WASH Sector, to develop 1) a WASH Service Standards package that enables adequate oversight and measure, 2) technical guidance for local authorities to achieve the Standards and 3) a roadmap to develop a national investment plan required to achieve the WASH Service Standards in Zimbabwe.

This technical assistance to the GoZ will enable definition of standards, national oversight of local authorities performance and strengthen planning for WASH investments and in order to attain the Service Standards. The consultancy should be underpinned on the perceived WASH Service Delivery trajectory as tabled in the National Development Strategy (2021-2025) and the need to achieve specific WASH targets for Zimbabwe in line with the Sustainable Development Goals, Regional Commitments and ambitions under Zimbabwe’s Vision to attain a middle-income country status by 2030.

ASSIGNMENTS:

Four components will be needed to enable the development and implementation of the WASH Service Standards:

Component 1:

Development of Inception Report: This defines the methodology and workplan for the task based on entry meetings with MoLGPW and UNICEF, literature review and initial consultations as required.

Component 2:

Develop WASH Service Standards: Formulate WASH Service Standards and performance criteria including incremental standards if applicable for specific settings. The WASH Service Standards will be output-based rather than technology based (i.e. rather than defining strict technologies specifications, the Standards will define the level of service to be delivered to the population in all settings). The consultant will be expected to visit 12 Local Authorities to better understand operations and service delivery status how they link with the national level and other WASH service providers.

Component 3:

i. Develop Oversight WASH Service Standards Guidelines: These are national guidelines for MOLGPW to be able to use the standards to exercise its oversight and coordination role and to hold local authorities and related service providers to account to deliver their mandate of WASH service delivery. Guidelines should include measures for data collection, consolidation and related monitoring and management systems.

ii. Develop Local Authority WASH Service Standards Technical Guidelines: These are guidelines to enable local authorities to have the engineering/design, costing, community engagement, planning, etc tools to achieve the required WASH Service Standards. The Technical guidelines will provide suggested technological options to be used by service providers which will achieve the desired service level delivery. The guidelines will also include measures for management and coordination at local authority level and the required monitoring and reporting systems.

Component 4:

Develop Training Guides/Manuals on the application of the developed WASH Service Standards and Guidelines & Conduct capacity building trainings for Master Trainers with representation from MoLGPW and Local Authorities, and other WASH service delivery providers such as ZINWA. A group of 30 Trainer of Trainers will be trained. The consultant will also provide the roadmap that will be used by the Master Trainers in rolling out the training to all Local Authorities, other WASH Service delivery providers and to targeted staff of MoLGPW.

Component 5:

Develop a Roadmap outlining steps required to develop a national WASH investment plan, based on the developed WASH Service Standards and informed by currently availble financial information; which will be needed to understand the costing, expenditure and resource mobilization needed to fund the achievement of the WASH Service Standards. The five component WASH Service Standards and Guidelines WASH targets, in line with the Sustainable Development Goals and the National Development Strategy (NDS).

METHODOLOGY:

The assignment will be facilitated by a Government of Zimbabwe-designated Task Force composed of selected WASH Sector stakeholders.

The consultant will be required to work closely with existing Government WASH structures; specifically, the designated Task Force. The Task Force and UNICEF will jointly facilitate the consultant to work with all stakeholders including in relevant line ministries and subnational government structures.

It is envisaged that the consultancy will include extensive consultations and incorporation of feedback from all key players in the WASH sector. The assessment will include a literature review of national reports, legislative framework, by-laws, guidelines and standards that provides for WASH service delivery in Zimbabwe as well as international best practices and policies from similar contexts in the region and elsewhere among others.

Field visits to get a ground reality of WASH Service Standards been used in Zimbabwe will be required; interviews with key stakeholders including national and subnational government officials and other stakeholders will be held.

The consultant will be expected to come up with criteria on the selection of locations for field visit to be approved by the designated Task Force and UNICEF which will include WASH related diseases hotspot areas. It is expected that the selection and composition of locations for field visit will be undertaken in a way to reflect the national picture on rural, urban and peri-urban including WASH in Institutions WASH Service Standards premised on obtaining data across a range of location typologies, WASH intervention history, geographical spread across the country and population amongst others. Field visits will be limited to Zimbabwe.

Although the TOR provides guidance on the methodology and approach, the consultant proposed steps, in line with the guidance, to undertake and achieve the assignment.

To qualify as an advocate for every child you will have…

  • Advanced degree (Masters or PhD) in science or social science.
  • A minimum of fifteen years of professional experience gained with Government, NGOs or international organizations working in the development sector, with at least 10 years in WASH and considerable time spent working in developing countries.
  • Demonstrated substantial policy experience, development of regulatory, technical and financing guidance.
  • Demonstrated experience facilitating consultations and building stakeholder buy-in from a broad set of actors from communities to local and national government to development partners.
  • Excellent communication, presentation and writing skills, knowledge imparting skills and experience preparing and delivering workshops.
  • Highly proficient in use of English with the ability to write in a clear and practical manner.
  • Familiarity with UNICEF mission, mandate and WASH programme is desirable
  • Demonstrate experience working on similar analytical work in other countries with similar context to Zimbabwe.

The Technical proposal should be 4-5 page long giving the proposed methodology and approach for carrying out the assignment; detailing specific experience with similar assignments in size, complexity and context. The number of days per deliverable and number of days/general schedule should also be proposed. (The number of days reflected in the TOR are indicative only. The consultant will propose the level of effort and will responsible for delivering the results within the final agreed cost. Days are only intended to guide the common understanding of the assignment and likely time required.

Financial proposal should be based on the proposed number of days per deliverable and days in the field, # of trips, etc. In country presence is requested or a mix of in-country and remote is also possible, given the current fragile and evolving COVID-19 situation. At most 2 return air tickets (economy class) shall be supported for an international candidate.
