How can you make a difference?

Individual consultancy services are being sought to provide support in conduct a landscape analysis of current policies, strategies and practices on disability inclusion efforts in WASH and; develop the National WASH roadmap on disability inclusion in WASH service delivery and programming.

CONSULTANCY DURATION - 55 days

ASSIGNMENTS:

UNICEF seeks to engage a consultant to conduct a landscape analysis on current policies and practices, including analysis on available data, on disability inclusive WASH and develop a set of recommendations and a roadmap on what is needed to strengthen disability-inclusion in the WASH Sector in Zimbabwe.

This 'roadmap’ will form the basis through which disability data/guidance is readily accessible and utilized to achieve inclusion in all WASH programming and service delivery. This will assist all stakeholders in WASH such as government ministries and department, CSO and private sector to have a standardized approach and disability lens in their programing and service delivery. The guidance should be disability inclusive and accessible WASH that can be applied to any context, such as WASH in Schools, WASH in community or WASH in health care facilities.

The specific tasks are to:

  1. Conduct a desk review and key informant interviews with government, civil society, private sector, academia and persons with disability in order to: review and document the existing policies, strategies, guidelines, and programmatic approaches in place as well as existing and best practices in Zimbabwe; challenges and barriers that affect people with disability in access to WASH services in Zimbabwe. Also review other national and international best practices to enable comparison and learning
  2. Develop a costed roadmap towards national disability inclusive WASH services, including key recommendations benchmarked on other national and international disability inclusive practices.

The process of developing the roadmap should be participatory, including the participation of persons with disabilities, through virtual means in light of COVID prevention and control measures or physical discussion meetings that should be guided by the WHO and National COVID protocols. Persons with disabilities should be part of all aspects of the consultations.

The roadmap should be developed in a manner that increases the knowledge of the intended users as well as to build buy in for the roadmap by the intended users.

The consultant will be required to work closely with the government, including relevant line ministries, WASH Sector coordination structures such as the Provincial Water and Sanitation Sub-Committee (PWSSC) and District Water and Sanitation Sub-Committee (DWSSC), local authorities and civil society organizations (organization of persons with disability(OPD). This will be achieved through participating in some disability inclusion activities to understand the process, conducting key informant interviews, holding meetings with key stakeholders to gather their input into the roadmap. The consultant should also explore possibilities to have collaborations between WASH and other sectors.

Participation in a short Inception Meeting with UNICEF and the Government to clarify expectations and get a common understanding of the scope of the consultancy and finalize timelines.

Scan the landscape to identify key informants and key documents and available resources for review

Inception report is approved and submitted- the report to include detailed methodology the tasks, execution and timing, including how persons with disabilities and others will be engaged in the process.

Weeks 1-3

Desk Review, key informant interviews and other activities as outlined in Inception Report to inform the landscape analysis

Draft landscape analysis and roadmap documenting findings from the fieldwork, the institutionalization, financing models, barriers and proposed solutions/ recommendations based on best practices.

Weeks 1-9

A draft document presentation to the sector and revision to produce final

Validation workshop completed.

National WASH disability inclusion landscape analysis and roadmap approved and submitted.

Weeks 5-12

(15 days)

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

To qualify as an advocate for every child you will have…

Knowledge/Expertise/Skills required:

  • An advanced university degree (Masters or higher) in Social Sciences, Development Studies applied to WASH, Environmental/Public Health, Sanitation Technology or other related field of study in the Rural and Urban Planning, Public Sector Management, Governance or any other relevant advanced degree;
  • Minimum of 5 years expertise on disability inclusion and equity;
  • Experience in mainstreaming disability in the WASH sector;
  • Knowledge on WASH sector governance, preferably of Zimbabwe;
  • Experience of carrying out institutional assessments and the analysis of information collected as part of past assignments;
  • Ability to deliver high quality products in the allotted time;
  • Ability to be flexible and respond to changes as part of programmatic response, review and feedback process;
  • Possess strong interpersonal skills, organization networking, ability to communicate effectively with varied partners including senior government officials;
  • Possess initiative and a drive to achieve results;
  • Excellent communication skills and ability to communicate fluently in English (written and spoken), while mastering or knowledge of other languages spoken in Zimbabwe would be an asset;
  • Computer literacy, excellent writing skills and ability to produce high quality reports suitable for use at high levels;
  • Experience in working with UN or similar agencies will be an advantage.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
