How can you make a difference?

UNICEF Zimbabwe is inviting applications for an individual consultant to document best practices on WASH resilience and provide analytical support for financial resource mobilization for the implementation of the Climate Resilient WASH component of the UNICEF Zimbabwe Country Programme in close collaboration with country counterparts at the Department of WASH Coordination (DWASH) and the Climate Change Management Department (CCMD) and other WASH sector stakeholders.

BACKGROUND

The consultant will specifically provide inputs for: i) production of guidance materials on WASH resilience and drinking water safety and security planning with a view to establish a model for further replication and upscaling; ii) the development of proposals for the Green Climate Fund (GCF) and various bilateral donor agencies.

Particular attention will be paid to analytical inputs required for the development of concepts for the GCF on food and water security jointly with the Ministry of Lands, Agriculture, Forestry, Water and Rural Development (MOLAFWRD) and partners FAO and UNESCO; on WASH resilience with the Infrastructure Development Bank of Zimbabwe (IDBZ); and the Climate Adaptation Water and Energy Project (CAWEP) with the United Kingdom Foreign and Commonwealth Development Office, in close collaboration with CCMD.

ASSIGNMENTS

1. WASH Resilience

• develop specific knowledge products on WASH resilience based on lessons learned from build back better approaches demonstrated in cyclone recovery interventions (ZIRP and CAWEP) as follows:
  • Case study – insurance schemes on solar powered PWS
  • Technical brief on the building back better approach for WASH infrastructure
  • Quarterly WASH bulletins
  • Human-interest stories highlighting high impact interventions under ZIRP and CAWEP
• support the development of an implementation plan for technical and financial assistance in drinking water safety and security planning
• undertake an audit of drinking water safety and security plans developed under CAWEP and ZIRP in selected provinces/districts/ communities and support the application of DWSSPs in urban areas

2. Climate Financing

• support sectoral consultations on WASH relevant to various climate financing windows
• analyze information from selected project sites in selected provinces / districts / communities for the determination of investment options and operation and maintenance costs of solarized water systems and other WASH infrastructure
• identify requirements for GCF submissions and proposals for preparatory grant applications and contribute to Feasibility Studies for:
  • a proposal on food and water security jointly with MoLAFWRD/FAO/UNESCO
  • a proposal on urban WASH resilience with IDBZ

Education:

Advanced Degree in one of the disciplines relevant to the following areas: Civil/ Water Engineering or equivalent, Social Sciences, Climate Policy, Natural Resources Management or Water, Sanitation and Hygiene

Experience:

Required - A minimum of five (5 years) experience in Water, Sanitation and hygiene (WASH) programming and WASH Climate Financing

Desirable - Previous experience in WASH Resilience and Climate Financing an asset.

Experience working with Government, UN organizations and NGO partners.

Familiarity with national policy frameworks for environment, water and sanitation as well as disaster risk reduction and climate change.

Familiarity with environment and social safeguards.

Knowledge of UNICEF and its work programme for water, sanitation and hygiene and financing.

Languages:

Required - Fluency in English.

Desirable – Knowledge of Shona and Ndebele.

If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including the technical proposal and an all-inclusive financial proposal, CV and cover letter.

Technical proposal: (up to 3 pages). The technical proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach and/or days proposed per deliverable. The proposal should also cost-effectively propose the local travel proposed by the applicant to undertake the assignment.

Financial proposal: To be submitted separately, the Financial Proposal should include the costs/consultant fee (providing a daily rate as justification) for each task, proposed, per diem for the proposed number of field travel days, communications costs and any other proposed cost.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
